6 Emergency Response
6.1 Response Classification
According to the controllability, severity and scope of influence of the sudden natural disaster accident, the emergency response level is divided into Ⅰ, Ⅱ, Ⅲ, Ⅳ level response in principle.
(1) one of the following situations to start Ⅰ response
Caused more than 30 deaths (including missing), or endangered the lives of more than 30 people, or more than 100 people were poisoned (serious injuries), or more than 100 million yuan of direct economic losses, resulting in the complete paralysis of the power plant power generation, heating system, and beyond the enterprise's own emergency response capacity of the accident of a sudden-onset natural disaster.
(2) one of the following situations to start the level II response
cause more than 10 people, less than 30 people died (including missing), or endangered more than 10 people, less than 30 people's lives, or more than 50 people, more than 100 people were poisoned (serious injuries), or cause the power plant to shut down, the direct economic loss of more than 50 million yuan, less than 100 million yuan, and beyond the enterprise's own emergency response capacity. Sudden natural disaster accidents that exceed the enterprise's own capacity for emergency response.
(3) one of the following situations to start a level Ⅲ response
Causing more than 3 people, less than 10 people dead (including missing), or endangering the lives of more than 10 people, less than 30 people, or more than 30 people, less than 50 people poisoned (seriously injured), or the direct economic loss is greater than the enterprise's own emergency response capacity of the sudden natural disaster.
(4) the occurrence or possible occurrence of general sudden natural disasters start Ⅳ response.
6.2 Response Procedures
The sudden natural disaster accident occurred in the power plant by the on-site command department to direct the rescue and reported to the Group Emergency Response Command by landline, cell phone, fax, etc.. According to the severity of the accident, decide to start the corresponding level of response. Formulate the rescue program, and arrange and contact the relevant rescue personnel equipped with safety and protective equipment (such as raincoats, protective clothing, insulating appliances, etc.) to carry out rescue.
The emergency management organization must have the system diagram of each specialized equipment of the power plant and the flow chart of emergency treatment of sudden natural disasters.
According to the location of the scene and the situation, it seems to protect people, heat, power grid, equipment as the principle, decide the scope of the blackout, and take measures to cut off the accident outbreak part of the equipment of the steam source, water source, power supply. In cutting off the power supply, because the small parts of the power supply may not be removed, rescue personnel in the outbreak of occupational hazards into the parts of the region should be kept at a certain distance from the electrical equipment to prevent electrocution.
6.3 Disposal Measures
6.3.1 Accident Alarm and Initial Disposal
Sudden natural disaster accidents occur, found that the personnel should be quickly reported to the chief of the disaster information to the chief of the duty, the chief of the duty is a disaster relief site commanders, arrived at the scene to quickly grasp the situation caused by the accident, according to the plant's equipment operating conditions, decisive command of the emergency rescue personnel to take effective According to the operating condition of the power plant equipment, the chief should decisively direct the emergency rescue personnel to take effective measures to control the expansion of the accident and ensure the safe operation of personnel and equipment. The chief of duty is responsible for contacting the power plant personnel and related units to quickly rushed to the production site, organizing disaster relief work.
If the accident can not be controlled, under the unified command of the emergency command of the power plant, immediately report to the relevant departments and personnel of the Group, reporting the disaster location, situation, personnel safety, equipment damage and other details, and listen to the unified command and scheduling of the Group. If necessary, the command department should evacuate the threatened staff, and the evacuation channel is based on the fire escape of the plant.
6.3.2 Emergency unfolding of the accident
