Radioactive waste management measures in Guangdong Province

Article 1 In order to strengthen the management of radioactive waste, prevention and control of environmental pollution, to protect human health, according to the "Chinese People's *** and State Environmental Protection Law" and the relevant laws and regulations, combined with the actual situation in the province, the formulation of these measures. Article 2 Where the application of radioisotopes, radiation technology and the development and utilization of associated radioactive mineral resources in the administrative area of the province, the generation, collection, transportation, disposal, storage of radioactive waste units and individuals shall comply with these measures. Article III of radioactive waste is defined as containing radionuclides or contaminated by radionuclides, its concentration or specific activity is greater than the national or provincial provisions of the clean decontamination level, is no longer expected to use the waste. Mainly include:

(a) waste radioactive sources;

(b) a variety of radioactively contaminated metal, non-metallic materials, supplies and tools and equipment, etc.;

(c) radioactively contaminated animal carcasses or plants;

(d) containing radionuclides with a specific activity of more than 37Bq / L of the organic scintillation fluid;

(e) Radionuclide content exceeding the national limit of exhaust gas, wastewater, waste materials;

(vi) associated radioactive mineral resources generated in the development and utilization of tailing sand and waste ore and its solid waste. Article IV of the provincial environmental protection administrative department of the province's radioactive waste unified supervision and management. Provincial environmental radiation monitoring management organization entrusted by the provincial environmental protection administrative department, specifically responsible for the province's radioactive waste supervision and management and monitoring work.

Cities, counties, districts, the administrative department of environmental protection, in accordance with the provisions of these measures, the supervision and management of radioactive waste under the jurisdiction of the implementation. Article V units and individuals producing radioactive waste should take measures to reduce the amount of radioactive waste generated, to prevent or reduce the pollution of radioactive waste on the environment. Article 6 Units and individuals generating radioactive waste must truthfully declare their registration to the competent administrative department for environmental protection at or above the county level where they are located. Article VII of this approach to Article 3 (a) to (d) of the provisions of radioactive waste, the original use of the unit shall not be disposed of without authorization, must be sent to the provincial radioactive waste library centralized storage, and with the provincial radioactive waste storage library of the storage of proof of the province to the provincial health, public security administrative department for the cancellation of licenses and registration procedures.

The generation of radioactive waste under Article 3 (5), (6) of the unit, must take measures to prevent and control radioactive contamination, and accept the supervision and management of the local administrative department of environmental protection. Article VIII of the temporary use of radioactive sources, the use of units do not have the conditions for safe storage, should be sent to the provincial radioactive waste repository escrow. Provincial radioactive waste repository shall ensure that the temporary storage of radioactive sources safe to retrieve. Article IX emission of radioactive substances containing wastewater, waste gas and solid waste, must comply with national emission standards, the provincial environmental radiation monitoring management organization monitoring and approval, and approved by the provincial administrative department of environmental protection before discharge. Article X units and individuals who generate radioactive waste must be classified and packaged, classified marking of radioactive waste, the establishment of radioactive waste files, a clear person in charge, and to take safety measures to prevent the leakage and loss of radioactive waste. Sent to the storage of radioactive waste packaging does not meet the requirements, the recipient has the right to refuse storage. Article XI of the transfer of radioactive waste across the province, must be reported to the provincial environmental protection administrative department for approval. Article XII of radioactive waste pollution incidents occurring units and individuals, must take timely measures to eliminate or mitigate pollution hazards, and truthfully to the county level or above, health, public security, environmental protection departments to report. Article XIII sent to the provincial radioactive waste storage of radioactive waste, send storage units or individuals must be pre-treated according to the following requirements:

(a) the waste should be dry, free liquid volume is not greater than 1%;

(b) the waste is stable in performance, no volatility, no flammable, explosive and other unstable substances, no strong oxidizing agents, corrosives and other substances;

(c) the test plants shall be dehydrated, dried or ashed;

(iv) animal carcasses shall be cured in cement or embalmed, dried or ashed;

(v) waste liquid must be converted into solidified material. Article XIV send storage of radioactive waste units and individuals shall comply with the following provisions:

(a) to provide the receiver and storage of radioactive waste types, quantities, activity and other information, the waste radioactive sources must provide the original file;

(b) the waste radioactive sources should be placed in special packaging containers, damaged sealed sources should be re-packaged, with a description of the card;

(c) the (C) the radioactive waste according to the short half-life (T1 / 2 ≤ 60 days), half-life (60 days 5.3 years) three categories were loaded into a special packaging containers;

(D) the packaging of the body of the exterior level of contamination control were: α <0.04Bq / square centimeter; β <0.4Bq / square centimeter;

(E) the surface of the packaging body dose rate does not exceed 0.1mSv / h, bag packaging volume does not exceed 0.03 cubic centimeters, weighing no more than 20kg;

(F) in accordance with the provisions of the procedures for the storage of radioactive waste. Article XV sent to the provincial radioactive waste repository storage of radioactive waste, temporary storage of radioactive sources of units or individuals, must be a one-time payment of the relevant fees.

Radioactive waste sent to storage, disposal fee standards and charges by the provincial people's government to develop.
