Clinic Audit Using the 2019 Revised Edition as the Standard
During the implementation of the pilot clinic reform work, the competent departments of health administration and Chinese medicine in each pilot city shall, in accordance with the standards of the Basic Standards for Chinese Medicine Clinics and Chinese Medicine (Comprehensive) Clinics in Pilot Areas of Clinic Reform (2019 Revised Edition), carry out an audit of the Chinese medicine clinics and Chinese medicine (comprehensive) clinics that have applied for filing, and issue the Basic Standards for Chinese Medicine Clinics and Chinese Medicine (Comprehensive) Clinics to those that meet the requirements. Audit and issue the Medical Institution Practice License to those that meet the conditions.
Improved access, Chinese medicine practitioners must have experience in practicing in medical institutions
According to the requirements of the latest Basic Standards, practicing physicians in Chinese medicine clinics and Chinese medicine (comprehensive) clinics emphasize that they must have been practicing in a medical institution for a certain number of years (more than three/five years).
From a textual point of view, the Basic Standard removes the condition in the 2017 version that those who have experience in practicing in preventive and health care institutions can also apply for TCM clinics, and the practicing physicians of TCM (comprehensive) clinics require the title of master TCM physician and above, which is raising the threshold of entry to TCM clinics from the point of view of the physicians' qualifications.
Canceling the area and layout requirements for Chinese medicine clinics
The Basic Standards (2019 Edition) require that the clinic's use area and building layout meet the medical needs of diagnosis and treatment subjects. Chinese medicine (comprehensive) clinic in addition to more than 40 square meters of floor space requirements, clinic rooms, treatment rooms, in addition to the requirements of each functional area of not less than 10 square meters. Basic standards for Chinese medicine clinics in pilot areas for clinic reform

The Chinese medicine clinic refers to the clinic that carries out diagnostic and therapeutic services under the guidance of the theory of traditional Chinese medicine, using traditional Chinese medicines and non-pharmacological therapies such as acupuncture and moxibustion, cupping and massage, as well as Chinese medicine medicinal services such as Chinese medicine dispensing and decoctions of soups, and requires a 100 percent rate of traditional Chinese medicine treatment.
I. Personnel
(1) Clinic practitioners must be in good health and capable of performing the relevant work.
(ii) There is at least one practicing physician who meets one of the following conditions:
Having a "Physician's Qualification Certificate" in the category of Traditional Chinese Medicine (TCM) and having been registered to practice in a healthcare institution for 3 years; (removing the 2017 version of the requirement of practicing in preventive and healthcare institutions for 3 years) ? Have a "Certificate of Qualification for Physicians of Traditional Chinese Medicine (Specialty)" and have been registered to practice in accordance with the law.(iii) If the activity of dispensing Chinese medicine tablets is carried out, there is at least one qualified Chinese medicine technician.
Two, equipment
(a) basic equipment. Diagnostic tables, chairs, pulse pillows, ultraviolet disinfection equipment, dirt bucket.
(ii) other equipment (including Chinese medicine diagnostic and therapeutic equipment) appropriate to the scope of diagnosis and treatment; minimally invasive techniques to carry out Chinese medicine, traditional Chinese medicine injections, acupoint injections and other technologies that have a certain degree of medical safety risks, should be equipped with the necessary first aid equipment. The Traditional Chinese Medicine (Comprehensive) Clinics refer to clinics that mainly provide outpatient diagnosis and treatment of traditional Chinese medicine, with the rate of treatment of traditional Chinese medicine being no less than 85%.
I. Personnel
(1) Clinic practitioners are required to be in good health and capable of performing the relevant work. (listed separately)
(ii) There is at least one practicing physician who meets the following conditions: (the 2017 version is to satisfy either one of any two or three conditions)
Having a Physician's Qualification Certificate of Traditional Chinese Medicine category and having been registered to practice in a medical institution for five years, and having the title of treating traditional Chinese medicine practitioner or above. (Remove the requirement of practicing in medical institutions and health care institutions for 5 years in the 2017 version of the basic standard; add the requirement of the title of attending Chinese medicine practitioner and above)
(c) May employ physicians with the Certificate of Qualification of Physician of Traditional Chinese Medicine (Specialty), registered to practice in accordance with the law to practice. (Separately listed)
(d) At least one qualified Chinese medicine technician shall be available if the activity of dispensing Chinese medicine tablets is carried out.
(e) Where a medical technology section is set up, there shall be at least one health technician of the corresponding specialty in each medical technology section.
Two, equipment
