According to Article 9 of the Provisions on the Administration of Livestock Sentinel Slaughtering, the establishment of a slaughtering plant (farm) must have the following basic conditions:
(a) easy access to transportation, sufficient water, water quality in line with the national standard for drinking water, the surrounding environment is free of harmful pollutants, and away from residential areas, public **** places, and water source protection zones;
(b) Slaughtering and processing areas and living areas are set up separately, and the slaughtering process flow meets the hygiene requirements, and there shall be no cross-pollution;
(iii) there are domestic animal waiting laps, isolation laps for diseased animals, slaughter rooms, offal sorting rooms, emergency slaughter rooms, and harmless treatment of and dead animals, as well as sewage and filth treatment facilities.
(4) The floor and wainscot are made of non-toxic materials, which are not permeable to water and are easy to be flushed and disinfected;
(5) There are equipments for hemp, electricity, slaughtering, hanging, lighting, special containers and means of transportation;
(6) There are inspection equipments, inspection tools, disinfecting facilities and disinfecting medicines;
(7) There are equipments which are appropriate to the scale of slaughter and are qualified by the administrative department of the provincial level and hold the certificate of "Slaughtering" and the certificate of "Slaughtering" and the certificate of "Slaughtering". Administrative departments to assess and hold the "slaughter inspector certificate" of the inspectors, as well as qualified by the training, licensed slaughter workers.
