The term "secondary water supply facilities" as mentioned in these Measures refers to the pump room, water tank (pool), water pump, valve, electric control device, disinfection equipment, pressure water container, water supply pipeline and other facilities set for secondary water supply. Article 3 These Measures shall apply to the design, construction, installation, commissioning, acceptance, operation and maintenance management of newly built, expanded and rebuilt drinking water secondary water supply facilities in the built-up areas of this Municipality. Fourth city water supply administrative departments responsible for the supervision and management of secondary water supply. The health administrative department is responsible for the health supervision of secondary water supply.
Development and reform, public security, market supervision and other relevant departments should do a good job in the management of secondary water supply in accordance with their respective responsibilities. Fifth secondary water supply should follow the principles of ensuring water quality, quantity, pressure, safety, hygiene, energy saving and environmental protection. Article 6 Any unit or individual has the right to complain and report acts in violation of the provisions of these Measures.
City water supply, sanitation, health administrative departments should be announced to the public complaints telephone, timely handling of complaints. Chapter II Construction Management Article 7 The administrative department in charge of urban water supply shall make overall plans for the construction of urban water supply pipe network according to the special plan for urban water supply.
Units or individuals responsible for the management and maintenance of water supply facilities shall manage and maintain water supply facilities in accordance with relevant national and local technical standards and norms to ensure the normal and safe operation of water supply facilities and ensure that the water quality meets the standards prescribed by the state. Article 8 When the water pressure and quantity required by drinking water users exceed the water supply capacity of the water supply network, secondary water supply facilities must be built. Two water supply shall not affect the normal water supply of urban water supply pipe network.
The design, construction and supervision of secondary water supply projects shall be undertaken by units with corresponding qualifications.
New secondary water supply facilities shall be designed, constructed and put into use simultaneously with the main project. Article 9 A water supply enterprise shall conduct technical review on the engineering design, completion and acceptance of secondary water supply facilities, and the health administrative department shall participate in the design review and completion and acceptance of secondary water supply facilities. Article 10 The design and construction of secondary water supply facilities shall conform to the relevant national and provincial standards and norms, and meet the following requirements:
(a) users of different natures should set up water supply systems independently and measure them separately. Water with different properties of the same user should be measured separately. For a new house with one meter and one household, the water meter should be set outside the house and set as centrally as possible;
(2) Water meters and pipelines installed in pipeline wells or special water meter wells (rooms, boxes) should have anti-freezing measures in winter;
(3) The layout of the secondary water supply pipeline shall conform to the current national standard "Design Standard for Water Supply and Drainage of Buildings" GB 50015;
(four) the secondary water supply facilities must be set up independently, and should have an independent envelope;
(five) the pool (box) of the secondary water supply facilities should be equipped with disinfection equipment;
(6) Water-related products such as equipment, materials and accessories in secondary water supply facilities shall conform to the current national standards: Safety Evaluation Standard for Drinking Water Transmission and Distribution Equipment and Protective Materials GB/T 172 19, Design Standard for Water Supply and Drainage in Buildings GB 500 15 and Hygienic Standard for Secondary Water Supply Facilities GB/KLOC.
(7) There shall be no pollution sources such as septic tanks, sewage treatment structures, seepage wells and garbage dumps around the buried drinking water storage tank 10m. There should be no sewage pipes and pollutants within 2m around the drinking water pool (box);
(eight) secondary water supply facilities should be equipped with intrusion alarm system and other technical and physical safety measures;
(9) The secondary water supply control equipment shall be controlled by PLC, and provide a standard communication protocol interface to support any communication protocol. At the same time, it should have the functions of alarm, automatic protection and automatic recovery for overload, short circuit, overvoltage, phase loss, undervoltage, overheating and water shortage;
(ten) other requirements stipulated by laws, regulations and industry standards. Eleventh after the completion of the secondary water supply facilities, the construction unit shall carry out washing, pressure testing and disinfection in accordance with the relevant technical specifications. And can be put into use only after passing the inspection by the health administrative department.
Without acceptance or unqualified acceptance, the construction unit shall not connect the secondary water supply facilities with the urban water supply pipe network without authorization. Chapter III Operation, Maintenance and Management Article 12 Water supply enterprises are encouraged to gradually extend facility management to household water meters, and carry out professional operation and maintenance of secondary water supply facilities. For newly-built secondary water supply facilities for residents, encourage water supply enterprises to implement unified construction and unified management; Encourage water supply enterprises to be responsible for the operation and maintenance of qualified secondary water supply facilities; For the existing secondary water supply facilities for residents, the owners are encouraged to independently decide to entrust the management of water supply enterprises.
