Chapter I General Provisions

Second Article The level of confirmation referred to in these measures, refers to the Sichuan Environmental Protection Industry Association in accordance with the relevant provisions of this approach, the organization of experts engaged in environmental pollution prevention and control projects in our province process design, engineering governance, environmental pollution control and equipment design and production capacity and scope of the industry to confirm, validate and evaluate, and to issue the corresponding "Sichuan Province, environmental pollution prevention and control project level confirmation certificate" (hereinafter referred to as the certificate). The Certificate is divided into three grades according to specialties (see Annex I), namely Grade A (provisional Grade A), Grade B and Grade C. The Certificate is issued by the Ministry of Environmental Protection.
Article 4 The Certificate is uniformly printed and issued by Sichuan Environmental Protection Industry Association.
Chapter II Conditions for Application for Grade Confirmation
Article 5 Units applying for grade confirmation shall have the following basic conditions:
(1) independent legal personality;
(2) a fixed office or production base;
(3) pollution prevention and control technology that has been proved to be technically effective, reliable and economically reasonable. Relevant supporting professional complete. Have the ability to independently undertake environmental pollution prevention and control projects;
(d) Independently undertake a certain number and scale of environmental engineering projects, the normal operation of the treatment facilities and acceptance by the competent administrative department of the environmental protection, the project benefits and good social reputation;
(e) Have a sound technical management organization and improve the technology, quality assurance management system;
(f) No Any unresolved, due to the inapplicability of treatment technology or due to process design problems caused by poor pollution prevention and control engineering or engineering quality disputes;
(vii) applying for a grade confirmation certificate unit has a fixed full-time practitioners more than 3 (more than 2 intermediate licensed engineers and technicians), the environmental pollution prevention and control works of the full-time practitioners should have the following basic requirements:

2, engaged in environmental pollution prevention and control engineering work for three years (environmental engineering graduates of two years), can independently engage in the certificate of professionalism within the scope of environmental pollution prevention and control works, and to meet the requirements of environmental management;
3, understanding of environmental protection Laws and regulations of environmental protection, environmental protection policies, familiar with environmental protection standards, environmental protection basic knowledge exam pass.
4, reporting unit practitioners shall not be part-time each other.
Article VI Grade A Environmental Pollution Prevention and Control Engineering Unit Grade Confirmation Conditions
In addition to the basic conditions stipulated in Article 5 of these Measures, the following conditions are also available to the unit can obtain Grade A Grade Confirmation Certificate:
(a) a strong pollution control of the new technology and the development of new and practical technologies;
or have an international or domestic leading level and new practical technologies (products) certified by the National Environmental Protection Industry Association or practical technologies (products) recommended by the provincial environmental protection industry associations, and has promoted the application of no less than three projects;
(ii) independently undertaken one environmental pollution prevention and control project with a value of more than 10 million yuan, or two with a value of more than 5 million yuan or five with a value of more than 2 million yuan, and the pollution control facilities undertaken by them are functioning properly and have been certified by the Environmental Protection Agency (EPA). control facilities are operating normally and have been accepted by the competent administrative department for environmental protection;

Article VII Temporary Class A Environmental Pollution Prevention and Control Engineering Unit Level Confirmation Conditions, in addition to the basic conditions of Article 5 of these Measures, should also have the provisions of Article 6 (a) or (b) and (c), (d), you can get a temporary Class A Level Confirmation Certificate, which is valid for one year;
Article VIII Class B Environmental Pollution Prevention and Control Engineering Unit Level Confirmation Conditions
In addition to the basic conditions stipulated in Article 5 of these Measures, the following conditions are also available to the unit can obtain the grade confirmation certificate of Grade B:
(a) There is a certain degree of research and development capabilities of pollution control technology. Or has the industry, the province's leading level, and the national environmental protection industry association certified new practical technology (products) or provincial environmental protection industry association recommended practical technology (products), and has been promoting the application of not less than one project;
(b) independently undertaken one more than 5 million yuan, or two more than 2 million yuan, or five more than 1 million yuan of environmental pollution prevention and control engineering projects. The treatment facilities it undertakes have been put into normal operation and have been accepted by the administrative department in charge of environmental protection;
(c) not less than 10 practitioners in the professional scope of the application, of which the number of senior engineers is not less than 4, and engineers is not less than 6;
(d) registered capital of more than 2 million yuan.
Article IX Grade C Environmental Pollution Prevention and Control Engineering Units Grade Confirmation Conditions
In addition to the basic conditions stipulated in Article 5 of these Measures, the following conditions are also available to units that can obtain Grade C Grade Confirmation Certificates:
(a) Familiar with the practical technology of environmental pollution control, or mastery of new technology of pollution control that has been proved to be effective and reliable by the industrial test, and Industrial demonstration projects have been accepted by the environmental protection department;
(ii) independently undertaken one more than 1 million or three more than 500,000 yuan of environmental pollution prevention and control engineering projects, the governance of the projects undertaken by the normal operation of the project, and by the environmental protection department in charge of the acceptance of the competent authorities;

Article 10 The unit applying for grade confirmation shall fill in the following documents (in duplicate):
(1) "Sichuan Province, environmental pollution control project grade confirmation application form" (hereinafter referred to as "application form");

(3) Proof of office space or production base of the applicant;
(4) Copy of ID card and technical title certificate of the engineers and technicians of the applicant;
(5) Brief introduction of the pollution control technology owned by the applicant, including principles of the control technology, the main process, equipment, and the environment, economic and social benefits;
(6) Certificate of patent, appraisal certificate and certificate of pollution (F) pollution control technology patent certificates, appraisal certificates and certificates, certificates of recommendation;
(VII) the basic situation of the applicant unit profile, including the development of the organization, staff composition, scope of business and work, etc.;
(VIII) the applicant unit of the legal representative of the curriculum vitae;
(IX) technology and quality management manuals (including the management system);
(j) a list of environmental pollution prevention and control projects undertaken;
(k) the applicant's typical environmental engineering projects to prove the materials, including environmental engineering investment scale, design process flow charts, technical contracts, completion of the acceptance of the monitoring report, operating costs, operational efficiency and environmental protection and acceptance of the acceptance of the competent administrative departments and feedback from users.
Chapter III Grade Confirmation Procedures
Article 11 The unit applying for grade confirmation to the Sichuan Provincial Association of Environmental Protection Industry to apply, and fill in two copies of the application materials in accordance with the requirements of Article 10.
Article 12 The unit applying for grade confirmation will submit the completed application form to the local municipal (state) Environmental Protection Bureau or Environmental Protection Industry Association to sign the opinion, and then submit it to the office of Sichuan Environmental Protection Industry Association.
Article XIII of the Sichuan Environmental Protection Industry Association within 15 days to answer whether to accept the application. On the inadmissibility of the unit, the Environmental Protection Industry Association of Sichuan Province will be informed by phone or issued a notice of inadmissibility, and explain the reasons.
Article XIV meets the measures of Article VI, Article VII, Article VIII, Article IX one of the units, the Sichuan Environmental Protection Industry Association issued the corresponding grade confirmation certificate.
Chapter IV Grade Confirmation Management
Article 15 The Certificate is the industry proof of the ability of the certified unit to engage in environmental pollution prevention and control engineering work within the corresponding professional scope.
Article 16 The Certificate is valid for three years (except for temporary Grade A). Within three months before the expiration of the validity period, the licensee shall apply to the Sichuan Provincial Environmental Protection Industry Association to reconfirm the level of re-approval after re-approval to be renewed. If the application is not made after the expiration date, it will be regarded as automatic abandonment and the Certificate will be null and void.

Article XVII of poor quality caused by environmental pollution control project quality disputes, environmental pollution control units should take the initiative to take remedial measures. Article 18 Violation of the Management Measures, one of the following acts, the Environmental Protection Industry Association of Sichuan Province may, depending on the circumstances, be notified and criticized, reduce the level of confirmation or revocation of the "Certificate", and shall be announced.
(1) falsification, fraudulent "certificate";

(3) exceeding its own capacity and scope to undertake environmental pollution prevention and control engineering projects, resulting in significant losses;
(4) due to the process design responsibility for the environmental pollution control Project failure, can not pass the acceptance;
Article 19 of the provincial environmental protection units engaged in environmental pollution prevention and control projects in the administrative jurisdiction of Sichuan Province, may also be in accordance with the provisions of this approach, voluntary to the Sichuan Environmental Protection Industry Association to apply for confirmation of environmental pollution prevention and control project level.
Chapter V Supplementary Provisions
Article 20 These measures are responsible for the interpretation of the Sichuan Environmental Protection Industry Association.
Article 21 These measures shall come into force on the date of publication.
