The relevant administrative departments in charge of transportation and price shall be responsible for the supervision and management related to medical waste disposal within their respective responsibilities. Article 4 Medical and health institutions shall collect the medical wastes generated by their own units according to the requirements of the Catalogue of Medical Wastes Classified by the Ministry of Health, and put them in special packages or closed containers that prevent leakage and sharp instrument penetration according to categories.
All kinds of glass (disposable plastic) infusion bottles (bags) that are not contaminated by patients' blood, body fluids and excreta are not medical wastes and are not managed as medical wastes. Medical and health institutions shall cooperate with centralized medical waste disposal units to collect and store medical wastes in a classified way according to the disposal-oriented medical waste classification method. If the centralized medical waste disposal unit finds that the medical waste is mixed, it shall promptly inform the medical and health institutions to strengthen the classified management.
Medical and health institutions shall collect all kinds of glass (disposable plastic) infusion bottles (bags) that are not polluted by patients' blood, body fluids and excreta, and hand them over to recycling enterprises that meet the requirements of the Measures for the Administration of Recycling of Renewable Resources for recycling. Article 5 Medical and health institutions and centralized medical waste disposal units shall establish medical waste account and weight measurement facilities, register the source, type, weight, quantity, handover time, destination and handlers of medical waste, and truthfully fill in the medical waste transfer slip and handover registration card. Registration materials shall be kept for at least 3 years.
If a medical and health institution has a department, the department that produces medical waste and the temporary storage point of medical waste shall establish a medical waste ledger, and the medical waste shall be weighed when it is transferred out of the department, transferred in and transferred out of the temporary storage point of medical waste. Article 6 Medical and health institutions shall hand over all the generated medical wastes to the centralized medical waste disposal unit for disposal; Centralized medical waste disposal units shall, in accordance with the agreement signed with medical and health institutions, collect, transport and dispose of all medical wastes generated by medical and health institutions.
When the actual weight and category of medical waste differ from the theoretical quantity predicted by medical and health institutions by more than 20%, the medical and health institutions and centralized disposal units that produce medical waste shall check and analyze the quantity of medical waste. Seventh medical and health institutions shall establish temporary storage facilities and equipment for medical wastes, and the temporary storage time of medical wastes shall not exceed 2 days.
For rural township medical institutions that are far away from centralized medical waste disposal units, produce less medical waste every day, and cannot guarantee the daily collection and transportation of medical waste, the local health administrative department shall designate a medical institution in the region as a temporary centralized storage point, which shall facilitate the parking of collection and transportation vehicles; Peripheral medical points shall send medical wastes to temporary centralized storage points with sealed transfer boxes every other day, and the longest interval shall not exceed 48 hours.
The centralized medical waste disposal unit shall timely collect and transport the medical waste in the centralized storage point every other day, and the time interval between two times shall not exceed 48 hours. Article 8 This Municipality implements a single form of medical waste management. Encourage the use of two-dimensional code, Internet of Things and other technologies to improve the information level of medical waste management.
Centralized medical waste disposal units shall provide trajectory monitoring equipment for vehicles collecting and transporting medical waste, and submit trajectory monitoring data to the competent administrative department of ecological environment and health, so as to realize trajectory monitoring of medical waste transportation vehicles through satellite positioning system. Medical waste collection and transportation vehicles of centralized medical waste disposal units shall spray warning signs of medical waste in accordance with national standards.
Medical waste collection and transportation vehicles of centralized medical waste disposal units enjoy the same traffic qualification as garbage transportation vehicles. Article 9 The municipal medical waste disposal fee is priced by weight, and the municipal price administrative department shall establish a regular price adjustment mechanism for medical waste disposal fee. Article 10 A centralized medical waste disposal unit shall submit a monthly report on the generation and disposal of medical waste last month to the municipal ecological environment administrative department before the end of each month, and send a copy to the municipal health administrative department. Eleventh ecological and environmental administrative departments should strengthen the supervision and inspection of medical waste disposal behavior of centralized medical waste disposal units, and conduct on-site supervision and inspection at least once every quarter.
The administrative department of health shall strengthen the irregular spot checks and daily supervision and inspection of medical waste disposal in medical and health institutions, and conduct on-site supervision and inspection of medical waste disposal in all medical and health institutions in the city at least once a year.
The competent administrative department of ecological environment and sanitation shall promptly disclose to the public the illegal disposal of medical wastes by centralized medical waste disposal units and medical and health institutions.
