Article 2 Where in the Ningxia Hui Autonomous Region to engage in construction quality inspection activities of various types of construction quality inspection organization, shall comply with these rules.

Municipalities, counties (districts) housing and urban-rural construction administrative departments are responsible for the supervision and management of construction engineering quality testing organizations in the administrative region, the supervision and management of its behavior should be in line with the relevant state laws, regulations and rules, and the provisions of the approach.
Chapter II Testing Organization Qualifications and Personnel
Article 6 of the region's construction engineering quality testing organization qualification in accordance with the content of the testing business is divided into construction engineering materials witness sampling testing qualification, special testing qualification and comprehensive testing qualification.

3, comprehensive testing business scope: building materials testing (witness sampling), the main structure of the building engineering testing, building steel structure engineering testing, building curtain wall engineering testing, indoor environment testing of building engineering, intelligent building systems engineering testing, building energy-saving engineering testing and other 7 special testing qualification business scope.
4, integrated testing organizations and building foundation engineering testing, construction steel structure engineering testing, building curtain wall engineering testing, construction site special equipment testing, construction engineering reliability appraisal, building intelligence system special testing organizations can undertake construction engineering quality testing across the region, the specific scope of the qualification certificate approved by the professional category of testing projects shall prevail.
5, foundation engineering testing, main structural engineering testing and testing of building steel structure testing class testing qualification of testing organizations, can apply for construction engineering reliability appraisal of special testing qualifications.
Article VII construction engineering witness sampling testing organizations, special testing organizations and comprehensive testing organizations should meet Annex 1 "Ningxia Hui Autonomous Region Construction Engineering Quality Testing Organization Qualification Classification and Standards," the relevant conditions.
Article VIII of the building construction general contracting enterprises can set up corporate laboratories, undertake the construction of the enterprise in addition to witnessing the inspection of the project in addition to the routine testing of construction materials business.
Enterprise laboratory is part of the enterprise's internal quality assurance system, set up conditions should be referred to in the "Implementing Rules" in the construction materials testing standards, only the enterprise contracted projects (products) non-witnessed test items, as well as included in the acceptance criteria for the testing of the project issued a test report, and the authenticity of the test report, validity of the responsibility, enterprise laboratories are not allowed to outsource the test business, shall not issue test reports to the community.
Building construction enterprises without laboratory, should be in accordance with Annex I of these rules, the quality of the test items specified in the test business, commissioned with the witness sampling testing qualifications and special testing qualifications of testing organizations for engineering quality testing, commissioning and commissioned parties should sign a testing contract.
Ready-mixed commercial concrete production enterprise laboratory and concrete parts production enterprise laboratory, is the enterprise to obtain the qualification requirements, is the core of enterprise quality control, the enterprise's laboratory shall not be contracted social testing business. The basic conditions of the laboratory of ready-mixed commercial concrete enterprises should meet the provisions of the "Ningxia Hui Autonomous Region ready-mixed commercial concrete management measures" (Ningjian Jianfa [2011] No. 142).
Article IX personnel engaged in testing work should be commissioned by the autonomous housing construction administrative department with the training qualifications of the organization of training and assessment, and obtain the Ningxia construction engineering quality inspection personnel post certificate before engaging in the corresponding testing work, inspection personnel post certificate issued by the autonomous region of housing and urban-rural construction department, inspection personnel post certificate is valid for three years, after the expiration of three years shall be re-examined. The legal representative or the person in charge of the testing organization should have a civil engineering or similar professional specialties and above, with a senior title or obtain the professional intermediate title for more than five years, engaged in the detection of the work of this specialty for not less than five years.
The technical person in charge should have a senior title or intermediate title in this specialty for more than 5 years, engaged in this specialty testing work for not less than 8 years.
Detectors should have civil engineering or related professional secondary school education and above, master the technology of the professional testing work, engaged in testing work for more than 2 years of detectors.
Detectors shall not exceed 65 years of age.
Testing organization personnel shall not be employed in two or more testing organizations at the same time.
Article 10 engaged in construction engineering quality testing work of the test personnel shall comply with the following test personnel professional ethics and practice ethics and discipline, to ensure that the test and test data scientific, fair and accurate, and bear legal responsibility for the results of the test and test.
(a) Professional Ethics:
1, to protect the honor and interests of the state, issued by the "scientific, fair and accurate" test data.
2, conscientiously implement the national, departmental and local laws, regulations, norms, standards and systems, to fulfill the obligations and responsibilities under the test.
3, and strive to learn testing techniques, and constantly improve business skills.
4, do not accept any gifts from the unit being tested.
5, do not disclose the detection of all aspects of the project need to keep matters confidential.
6, do not designate contractors, building materials suppliers, building components and equipment suppliers for the testing project.
(B) practice ethics and discipline:
1, to comply with relevant state laws and government regulations, rules and regulations.
2, according to the current national regulations, in strict accordance with the technical standards for testing.
3, the strict implementation of the witness sampling system.
4, adhere to the scientific attitude and the principle of seeking truth from facts.
5, strictly prohibit mutual price pressure, vicious competition, falsehoods, falsified reports and other behavior.
6, may not be in the name of an individual to contract testing business.
7, shall not be part-time in any contractor or material and equipment suppliers.
Article XI testing personnel should participate in the detection of professional and technical continuing education training, learning, should be no less than 20 hours per year, and as a basis for continuing education qualified.
The testing organizations should develop effective measures to ensure that the relevant knowledge of the testing personnel to be updated in a timely manner, and constantly improve the test and inspection business level.
Detectors leave the original testing organization should be its post qualification certificate back to the original licensing department. Transfer to other testing organizations testing personnel, should be in accordance with the relevant provisions of the original licensing department for the change procedures, testing personnel in their testing organizations less than two years or more, not for the change procedures.
Article XII of the detectors have one of the following conditions, the qualification certificate by the licensing authority cancellation;
1, violation of professional ethics and work discipline of the detectors, issuing false reports or arbitrary modification of the original data, resulting in serious consequences;
2, due to serious errors in testing work, construction of engineering and construction of major losses;

Chapter III qualification application and approval
Article XIII of the application for qualification of the testing organization, should obtain a business license of the enterprise legal person can apply for qualification.
Article 14 The legal representative of the application for the qualification of testing organizations should be fully responsible for the authenticity of the declared materials. The municipal housing construction administrative department shall verify the authenticity of the declaration materials, and in accordance with the qualification standards for enterprise testing sites, personnel conditions for the initial review; after passing the initial review, the autonomous region of housing and urban-rural construction administrative department to submit an application for qualification. Autonomous housing and urban and rural construction administrative department accepts applications for qualification, shall review the declared materials, and organize personnel to carry out on-site review.
Article 15 The testing organization to conceal the relevant information or provide false materials to apply for qualification, the autonomous region of the administrative department of construction shall not accept the application for qualification, and give a warning, shall not apply for qualification within one year.
Article 16 The testing organization can apply for witness sampling test or special testing of a qualification, but should meet the corresponding qualification standards.
Application for comprehensive testing qualification, should be in accordance with Annex 1 "Ningxia Hui Autonomous Region Construction Engineering Quality Testing Organization Qualification Classification and Standards," the relevant provisions of the building materials testing (witness sampling) and special testing in the detection of building materials (witness sampling) and special testing in the building of the main structural engineering testing, construction steel structure engineering testing, building curtain wall engineering testing, indoor environment testing of building engineering, building intelligent system engineering testing, building energy-saving engineering testing, and so on.
