Applications for travel to Taiwan by mainland residents in one of the following circumstances will not be approved:?
(1) A defendant or suspect in a criminal case;?
(2) The people's court notifies that he or she cannot leave the country because of unfinished litigation matters;?
(3) Those who have been sentenced to penalties that have not yet been executed;?
(4) Those who are under re-education through labor;?
