1.2 Preparation basis

2 Emergency Preparedness

2.1 Rules and Regulations

The Institute of Geological Research must formulate a management system related to emergency response for overseas projects. The project team in Guinea should take into account the laws, regulations, customs and local law and order situation in Guinea to formulate complete rules and regulations.

2.1.1 Establishment of external contact system. 2.5 Preventive Measures

2.5.1 The project department of Guinea should formulate practical "Emergency Response Plan for Overseas Engineering Emergency Social Security Incidents" for the specific situation of Guinea's national conditions and laws and regulations, and rehearse it. 2.5.2 Select employees with strong self-restraint, educate and standardize employees, understand local culture and history, and respect local customs and folklore.

3 Emergency Response

3.1 Alarm

3.1.1 In the event of an emergency within the scope of the warning, the head of the project team shall report the incident by phone to the Institute of Geological Research at the first time. The written report shall be submitted to the Bureau's Safety Committee within two hours. The content of the report is the occurrence of on-site events, the disposition of the situation, the scale of the incident, personnel and property losses and other basic information.

3.1.2 Level Ⅰ response event, the Bureau of Work Safety Committee shall, upon receipt of the alarm, immediately report to the Ministry of Foreign Affairs, the Ministry of Commerce, the Ministry of Construction, the State-owned Assets Supervision and Administration Commission, as well as other relevant government departments.

3.1.3 In the event of an emergency within the scope of the warning, the project team shall report to the local intelligence agency and the local government at the first time, and inform the owner.

3.2 Emergency measures

3.2.1 When an emergency within the scope of the warning occurs, the project team immediately start the emergency response plan, clear emergency command site, arrange for the personnel responsible for emergency communication means.

3.3 Emergency Response Disposal

3.3.1 Information Reporting

(1) Initial Reporting

The project team, when discovering the occurrence of the incident, or after receiving the alarm of the occurrence of the incident. (3) Closure Report

(4) Information Release

The local release of information on overseas emergencies shall be decided by the project team after consulting the embassy or consulate as well as the Bureau's Work Safety Committee.

3.3.2 Emergency Disposal Procedures

(1) After the occurrence of an emergency, the project manager, the deputy production manager and the person in charge of the relevant group shall, according to the degree of the incident, be present at the first time to command the situation, activate the corresponding plan, carry out on-site dispositions and rescue work, and report to the higher level of emergency response organizations in a timely manner.

(2) promptly set up isolation zones at the scene of emergencies, blockade and protect the scene, evacuate people, and control the security situation at the scene. Rapidly take effective measures to check and eliminate secondary dangers, prevent secondary accidents from occurring, and effectively protect the personal and property safety of the project team.

(3) to the perpetrator or directly responsible for the perpetrator, immediately take control measures, and quickly report.

3.3.3 Precautions

(1) In line with the principle of "foreign affairs is no small matter", all foreigners involved in accidents and disasters should be reported to the foreign affairs department in time.

(2) In the event of casualties, immediate measures should be taken to rescue the injured and reduce casualties.

(3) After the accident and disaster, it is necessary to consider the problem of secondary injuries that may be triggered, and measures should be taken to deal with them appropriately and in a timely manner, to defuse conflicts and prevent the situation from expanding and evolving.

(4) To regularly and comprehensively check the safety performance of relevant equipment and facilities, and find management loopholes and hidden security problems, and make timely improvements and remedies to maximize the elimination of accidents and disasters.

(5) To summarize the lessons learned in a timely manner, for negligence, malfeasance and other reasons leading to accidents, to pursue the responsibility of the relevant responsible persons.

(6) We should pay attention to the safety situation around the camp, reflect the existence of potential safety hazards to the higher authorities and local governments in a timely manner, and put forward corrective comments and suggestions. It is necessary to strengthen the education of general safety knowledge of project team members and enhance the self-protection ability of project members.

3.4 Emergency Response

(1) Level I Emergency Response

For major emergencies in which the secondary emergency response organization (Institute of Geological Research) fails to effectively control the situation by prior disposal, the Bureau will activate the Level I Emergency Response to command the Institute of Geological Research and carry out the emergency response and rescue with emergency response forces of the Party A, the embassy (consulate), and the local government of Guinea.

(2) Level II Emergency Response

Three-level emergency response agencies (project team) failed to effectively control the state of affairs of the larger emergencies, the start of the Level II emergency response, the command of the project team emergency response forces to implement emergency rescue. 3.5.2 For the deceased personnel involved in the emergency response, the Bureau of Safety Committee coordinates with the relevant enterprises and the project team leadership group, and shall do a good job in escorting the remains, memorializing and pacifying and compensating the families.

3.5.3 Construction sites where emergencies have occurred, it is advisable to resume work as soon as possible, provided that the safety of the staff can be ensured.

3.5.4 deal with the residual problems, do a good job of the incident emergency summary, reported to the resident embassy (consulate) and higher institutions. Organize the evaluation and revision of the Emergency Response Plan for Overseas Emergencies and Social Security Incidents.

3.5.5 Under the guidance of superiors, do a good job in personnel resettlement, damage assessment, compensation, rewards and other follow-up matters.

3.6 Emergency closure

4 Supervision and Management

4.1 Pre-planning Exercise

The project team should prepare an emergency exercise plan and organize the exercise.

4.2 Publicity

The project team shall regularly organize and carry out the publicity of emergency laws and regulations and common sense of accident prevention, risk avoidance, disaster avoidance, self-rescue and mutual rescue, and improve rescue skills.

4.3 Responsibility and rewards and punishments

The units and individuals who have made outstanding contributions to the emergency rescue work shall be recognized and rewarded.
