Article 9 Units and individuals engaged in large-scale livestock and poultry breeding shall build appropriate facilities for the collection, storage and utilization of livestock and poultry breeding waste based on the scale of breeding and the needs for environmental pollution prevention and control. The discharge of treated livestock and poultry breeding waste must comply with national and local pollutant emission standards and total volume control standards. Livestock and poultry breeding waste must not be discharged directly without treatment. Article 11 Units that generate industrial solid waste shall make resource utilization of the industrial solid waste they generate; for those that are temporarily not used or cannot be used, they shall build storage facilities and places in accordance with relevant national standards, store them in safe categories, or carry out waste disposal in a timely manner. Article 12 The ecological environment department of the Provincial People's Government shall establish a monitoring system for the prevention and control of environmental pollution by industrial solid waste, establish a monitoring network in conjunction with relevant departments, and regularly announce monitoring results to the public.
The management unit of the solid waste landfill site should install and use monitoring equipment to monitor the discharge of pollutants and the surrounding environment, regularly announce the monitoring situation to the public, and keep the original monitoring records. Article 13 Units that generate industrial solid waste shall regularly report and register the types, production volume, flow direction, storage, disposal, construction and operation of environmental pollution prevention and control facilities of their industrial solid waste to the competent ecological environment department, and establish files.
