Establish high-tech R&D and metal processing bases such as molybdenum and copper in Heihe City. The R&D center in Heihe City is dominated by copper and gold processing industries and related industries.

At the same time of copper mining, useful resources such as molybdenum, gold, silver, rhenium, selenium and zinc, which have a large amount of associated resources, are recovered to improve the utilization value of the mine and form a comprehensive development and comprehensive utilization mine. Among them, Duobaoshan deposit comprehensively recovers gold, silver, molybdenum, rhenium and selenium; Comprehensive recovery of gold, silver, molybdenum, rhenium and zinc in Tongshan deposit: Sankuanggou deposit mainly recovers gold, silver and iron. Tongshan adopts flotation technology with an annual processing capacity of 2 million tons. Planning and construction of auxiliary facilities: including water source project, water diversion project and power transmission and transformation project. The water source is built near Erkan Village in the middle reaches of the Loach River. The water diversion project mainly draws water from Erkanhe Reservoir to Duobaoshan Mining Industrial Park-Tongshan Mining Area-Duobaoshan Mining Area, which is used for the production and domestic water of four mines and Duobaoshan Mining Industrial Park. The water project covers an area of 3 square kilometers. Plan a transmission line from Heibaoshan to Tongshan and Duobaoshan.

The funds are mainly invested in mine capital construction, equipment installation, concentrator, tailings pond, water source and diversion project, transmission lines and substations, sewage treatment, mine management, workers' living quarters and mine road construction. The construction of mine factories attracts social funds by attracting investment, and the construction of external environment is solved by government financing.

In addition, in order to ensure the continuous, stable and normal production of the mine, it is necessary to further strengthen the search for copper resources such as Duobaoshan, Tongshan, Xiaoduobaoshan and Sankuanggou, expand the copper resources reserves in this area, and lay a resource reserve foundation for the long-term development of the mine. Systematically explore the low-grade resource areas of Duobaoshan Mine and Tongshan Mine, improve the level of resource reserves, and provide reliable basic reserves and reserves for subsequent mine production. The exploration period is from 2007 to 2010, and the planned investment is 70 million yuan.

Sandaowanzi-Fudiyingzi copper-gold base consists of Sandaowanzi gold mine and Fudiyingzi copper mine.

Sandaozizi Gold Mine has an existing rock gold resource reserve of 4,300 kg, and a predicted resource of 5,000 kg. The amount of silver resources is 14.2 tons.

Planning Sandaowanzi Mine covers an area of 1 km2, including stope, quarry, concentrator, tailings pond, substation, smelter, mine management department, staff living quarters and other construction and land occupation projects.

Mining: It is planned to build a mine with an annual mining capacity of 6.5438+0.5 million tons; Build a concentrator with an annual processing capacity of 6.5438+500,000 tons and a service life of 8 years. In 2007, the capital construction and equipment installation and debugging of mines and concentrator were completed, and it was put into production in 2008.

Mineral exploration: further explore the rock gold resources in the northern part of Sandaowanzi mining area (Beidagou) and Shangmachang area, expand the resource reserves around the mining area, and lay a resource reserve foundation for the long-term development of the mine. Explore low-grade resources in mines, improve the level of resource reserves, and provide reliable basic reserves and reserves for subsequent production in mines. The exploration period is from 2007 to 2010, and the planned investment is 30 million yuan.

Economic benefit estimation of resource industry: The total investment in mine construction is estimated to be 654.38+0.3 billion yuan, which is mainly used for the construction of stopes, concentrator, tailings pond and other auxiliary facilities.
