Why can't the court enforce if you have a disease

Legal analysis: enforcement is the court's judicial behavior, the law has strict requirements for the court's enforcement. According to the civil procedure law, administrative procedure law and other laws, the court can be used as a basis for the implementation of the legal instruments are limited to the following categories: the court of the legal effect of the civil judgment, ruling, mediation and criminal judgment, ruling in the property part; arbitration institutions; notary institutions in accordance with the law to give the effect of compulsory execution of the instrument of the claim; administrative organs in the competence of the administrative regulations in accordance with the decision of the content of compulsory execution. Decisions made by administrative organs within the scope of their authority in accordance with administrative laws and regulations which have the content of compulsory execution.  Any legal instrument not within the scope of the aforementioned list, the court has no right to intervene in the implementation. Therefore, the agreement does not belong to the court can be enforced legal instruments.

Legal Basis: The Law of the People's Republic of China on Administrative Compulsion

Article 34 After an administrative organ has made an administrative decision in accordance with law, and the party concerned fails to fulfill its obligations within the period of time as decided by the administrative organ, the administrative organ with the power of administrative compulsion shall enforce it in accordance with the provisions of this chapter. 

Article 35 before the administrative organ to make a decision on compulsory execution, shall remind the parties to fulfill their obligations in advance. The reminder shall be made in writing, and contains the following matters:

(a) the period of time to fulfill the obligations;

(b) the way to fulfill the obligations;

(c) involves the payment of money, there should be a clear amount and the way of payment;

(d) the parties to the right of statement and defense in accordance with the law.
