Chapter 1 General Provisions Article 1 In order to standardize emergency rescue work at civil transport airports, effectively respond to emergencies at civil transport airports, avoid or reduce casualties and property losses, and restore normal operating order at the airport as soon as possible, according to the " The Civil Aviation Law of the People's Republic of China, the Emergency Response Law of the People's Republic of China and the Civil Airport Management Regulations formulate these rules. Article 2 These rules apply to the emergency rescue response and related emergency rescue management of emergencies in civil transport airports (including the civilian part of military-civilian airports, hereinafter referred to as airports) and their adjacent areas. Article 3 Civil transport airport emergencies (hereinafter referred to as emergencies) referred to in these rules refer to serious damage that occurs or may occur to aircraft or airport facilities and other causes or may result in casualties and injuries in the airport and its adjacent areas. The airport and its adjacent areas referred to in these rules refer to the area within the airport boundary and within 8 kilometers from the center point of each runway of the airport. Article 4 The Civil Aviation Administration of China (hereinafter referred to as the Civil Aviation Administration) is responsible for the overall supervision and inspection of airport emergency rescue management.

The Regional Civil Aviation Administration of China (hereinafter referred to as the Regional Civil Aviation Administration) is responsible for the daily supervision and inspection of airport emergency rescue management within its jurisdiction.

The airport management agency shall formulate an emergency rescue plan for airport emergencies in accordance with the relevant regulations of the state and local people's governments and the requirements of these rules, and be responsible for the overall coordination and management of airport emergency rescue work. Aircraft operators and other on-site units using the airport shall formulate corresponding emergency rescue plans based on their responsibilities in emergency rescue, coordinate with the airport emergency rescue plans, and submit them to the airport management agency for filing.

Airport emergency rescue work shall be under the leadership of the people's government where the airport is located (hereinafter collectively referred to as the local people's government).

The local people's government mentioned in these rules refers to the people's government at or above the county level (inclusive) where the airport is located. Article 5 Airport emergency rescue work shall follow the principles of maximizing the rescue of human lives and reducing property losses, sound plans, adequate preparations, timely rescue, and effective disposal. Article 6 Under the leadership of the local people's government and the guidance of the civil aviation management department, the airport management agency is responsible for the formulation, summary and filing of airport emergency rescue plans, and is also responsible for the unified command of airport emergency rescue work when emergencies occur.

Units and individuals involved in emergency rescue shall obey the unified command of the airport management agency. Chapter 2 Emergency Classification and Emergency Rescue Response Level Article 7 Airport emergencies include aircraft emergencies and non-aircraft emergencies.

Aircraft emergencies include:

(1) Aircraft crash;

(2) Aircraft distress in the air, including malfunction, dangerous weather, and leakage of dangerous goods etc.;

(3) The aircraft is subject to illegal interference, including hijacking, explosive threats, etc.;

(4) The aircraft collides with the ground or an obstacle, resulting in the loss of personnel Casualties or fuel leakage, etc.;

(5) Aircraft runway incidents, including off-runway touchdown, overrun, and deviation from the runway;

(6) Aircraft fire;

Non-aircraft emergencies include:

(1) Explosive threats to airport facilities;

(2) Fires in airport facilities;

(3) Leakage of hazardous chemicals at airports;

(4) Natural disasters;

(5) Medical emergencies;

(6) Other emergencies not involving aircraft. Article 8 The emergency rescue response levels for aircraft emergencies are divided into:

(1) On-site standby: aircraft malfunctions and other emergencies in the air, but the malfunction only causes difficulties for the safe landing of the aircraft, each Rescue units should be prepared for emergency dispatch.

(2) Assembly and standby: Emergency situations such as aircraft failure in the air, aircraft crashes, explosions, fires, serious damage, or illegal interference may occur at any time. Each rescue unit shall follow the Instructions to assemble at designated locations;

(3) Emergency dispatch: When an aircraft crash, explosion, fire, serious damage, etc. occurs, all rescue units should dispatch immediately in accordance with the instructions and rush to the accident scene as quickly as possible. Article 9 Emergency rescue response to non-aircraft emergencies is not classified into levels. When non-aircraft emergencies occur, rescue operations will be carried out in accordance with corresponding plans. Chapter 3 Emergency Rescue Organization and Its Responsibilities Article 10 The airport management agency shall establish an airport emergency rescue leading group under the unified leadership of the local people's government.

The airport emergency rescue leading group is the decision-making body for airport emergency rescue. It should usually be composed of local people's governments, airport management agencies, civil aviation regional administrations or their dispatched agencies, air traffic management departments, and relevant aircraft operations It is composed of persons in charge of other on-site units***.

The airport emergency rescue work leading group is responsible for determining the overall policy and work focus of the airport emergency rescue work, reviewing the airport emergency rescue plan and the responsibilities between emergency rescue member units, and reviewing and determining the airport emergency rescue work. drills and other important matters, and make decisions on major problems encountered during the airport emergency rescue process.
