Chapter V Resource allocation, management and technical support required by the quality management system of special equipment inspection and testing institutions

Article 17 Inspection and testing institutions shall ensure the provision of resources required for inspection and testing services, establish and maintain a quality management system, and continuously improve its effectiveness in order to continuously improve the satisfaction of the government and customers.

Note: The resources mentioned in this requirement mainly refer to human resources, inspection and test equipment, facilities and environment, owned regulations and standards, information and financial resources, etc.

Article 18 The human resources required by inspection and testing institutions shall meet the following requirements:

(a) Establish documented personnel training and management procedures to ensure the ability of all personnel related to quality inspection and testing.

(two) the inspection and testing institutions shall, according to the needs of inspection and testing services, be equipped with sufficient management, professional technology and certified inspection and testing personnel.

(3) Personnel engaged in management, inspection and testing shall be contract personnel who have gone through legal employment procedures, and inspection and testing personnel shall not be employed by two inspection and testing institutions for inspection and testing at the same time.

(4) According to the post ability, qualification and experience of relevant personnel, the training plan should be adapted to the current and expected tasks of inspection and testing institutions. Inspection and testing institutions shall provide necessary training for each contracted personnel, including pre-job training, on-the-job training (working under the supervision and guidance of personnel with rich theoretical and practical experience) and continuous training throughout the employment period (to keep up with the changes of laws, regulations and standards and the development of technology).

(5) Inspection and test personnel should be professionally trained, have corresponding qualifications and experience, be familiar with the requirements of inspection and test quality, and have the ability to make correct judgments according to the inspection and test results.

(six) the inspection and testing institutions shall prepare job descriptions or job responsibilities for management personnel, inspection and testing personnel and key positions related to inspection and testing.

Note: The job description and job responsibilities shall generally include the following contents:

(1) Required professional knowledge and experience requirements;

(2) Qualification and training requirements;

(3) duties of inspection and testing services;

(4) Responsible for issuing comprehensive inspection reports/certificates or evaluating (reviewing and approving) the results of reports/certificates;

(5) management responsibilities.

(7) The remuneration of inspection and test personnel should not only be based on the quantity of inspection and test, but also on the results of inspection and test.

(8) Records of relevant education, training, qualifications, skills and experience of all inspection and test personnel and technicians shall be kept.

Nineteenth inspection and testing institutions equipped with inspection and testing equipment shall meet the following requirements:

(a) inspection and test equipment should meet the needs of the correct implementation of inspection and test, when the inspection and test institutions need to use inspection and test equipment beyond their control, they should also ensure that this requirement is met.

(2) The inspection and test equipment and its software shall meet the required accuracy and the corresponding inspection and test requirements. Inspection and test equipment shall be verified/calibrated and verified before it is put into operation to confirm that it can meet the needs of inspection and test. For inspection and test equipment with verification/calibration requirements, appropriate identification shall be used to indicate its verification/calibration status.

(3) Instructions on the use and maintenance of inspection and test equipment (including relevant manuals provided by equipment manufacturers) shall be convenient for inspection and test personnel to use.

(four) the inspection and testing equipment and its software that have an impact on the inspection and testing results should have a unique identification.

(5) The files of inspection and test equipment and its software that have an important influence on the inspection and test results shall be kept.

Note: The equipment file shall include the following contents:

(1) Name and unique identification of the equipment and its software;

(2) the name, model, serial number or factory number of the manufacturer;

(3) Date of receipt, date of activation, state at the time of receipt and acceptance record;

(4) the manufacturer's equipment description or other information;

(5) All verification/calibration certificates/reports, equipment debugging and acceptance records and verification/calibration plans;

(6) Maintenance plan;

(7) Records of any damage, failure, modification, improvement or repair of equipment;

(8) Equipment operation procedures;

(9) Current position and status.

(6) Inspection and test institutions shall establish procedures for the safe disposal, transportation, storage, use, verification (calibration), repair and planned maintenance of inspection and test equipment to ensure its normal function and delay performance degradation.

(seven) due to overload or misoperation leading to suspicious results, or has been proved to be defective and beyond the prescribed limits of inspection and testing equipment, should stop using. These devices should be isolated to prevent misuse, and labeled and marked to clearly indicate that the device has been stopped until it is repaired and verified (calibrated), indicating that it can work normally. At the same time, the inspection and test institution shall check the influence of these inspection and test equipment on the previous inspection and test, and implement the "unqualified control" procedure (see Article 32).

(eight) the inspection and testing institutions shall ensure that the inspection and testing equipment is out of the direct control of the inspection and testing institutions and return, and check its function and verification (calibration) status before use to ensure its normal function.

(9) The verification (calibration) plan of inspection and test equipment shall be formulated and implemented to ensure that the inspection of inspection and test institutions can be traced back to national or international measurement standards. When it cannot be traced back to the national or international measurement standards, or it is irrelevant to them, the inspection and testing institutions shall provide sufficient evidence of the relevance or accuracy of the inspection results, such as through self-calibration and comparison.

Note: When testing can't be traced back to national or international measurement standards, inspection and testing institutions need to clarify the traceability basis and source of their own testing, archive the relevant certification materials collected by analysis, and use the comparison results as evidence as much as possible. If the certified reference materials are traced back, the calibration certificate of the reference materials and the supplier's qualification certificate shall be collected and kept; If traced back to the prescribed methods and recognized standards, it is necessary to point out the source, whether it comes from laws, regulations and standards, or from the agreement of related parties in the same industry, or from the testing method/instrument manual provided by a leading enterprise at home and abroad.

Article 20 The facilities and environmental conditions of inspection and testing institutions shall meet the following requirements:

(a) The facilities and environmental conditions shall meet the requirements of inspection and test, so as to facilitate the correct implementation of inspection and test, and ensure that their conditions will not invalidate the inspection and test results or adversely affect the inspection and test quality.

(two) when the facilities and environmental conditions have an impact on the quality of the results, the inspection and testing institutions shall monitor, control and record the facilities and environmental conditions. When the facilities and environmental conditions endanger the inspection and test results, the inspection and test shall be stopped. When necessary, health, safety and environmental protection requirements should also be put forward.
