Chapter II: Purchase of Valuable Instruments and Equipment
Article IX: Instruments and equipment with a unit price of 100,000 yuan or more shall be regarded as valuable instruments and equipment.

2. Approval Procedures of Instruments and Equipment
(1) The applicant unit of the school submits a feasibility report;

(3) It is reported to the head of the competent school (faculty) for approval;

Article 16 The charges for the use of instruments and equipment in higher education institutions shall be differentiated according to different situations.
The school shall not charge for the use of instruments and equipment for internal teaching, and may charge a part of the machine time fee for the use of instruments and equipment for scientific research. Article XVII of the instrumentation is generally not allowed to disassemble and dismantle the use. Chapter IV valuable instruments and equipment loss and scrap

Chapter V Assessment of Valuable Instruments and Equipment and Rewards and Punishments
Article 21 The use and management of instruments and equipment in institutions of higher learning shall be subject to an assessment system.
1. At the end of each year, the school faculties and departments (institutes and centers) shall carry out the self-assessment work of the ministry-controlled instruments and equipments according to the "Annual Evaluation Form of the Effectiveness of the Valuable Instruments and Equipments in Higher Education", and the scope and contents of the assessment of the school-controlled instruments and equipments may be appropriately adjusted;
2. The competent department of the school shall organize the inspection and verification, and make it known to the whole school;

4. Provincial education administrations determine their own methods for inspecting the use of instruments and equipments under their control every year.
Article 22 The use and management of higher education instruments and equipment to implement a system of rewards and punishments. Chapter VI Supplementary Provisions
