Regulations on the Development of Korean Medicine in Yanbian Korean Autonomous Prefecture

Article 1 These regulations are formulated in accordance with the Law of the People's Republic of China on Regional Ethnic Autonomy, the Regulations of the People's Republic of China on Traditional Chinese Medicine, and relevant laws and regulations, and in the light of the actual situation of the Autonomous Prefecture, for the purpose of inheriting and developing the science of traditional Korean medicine, safeguarding and promoting the development of the cause of traditional Korean medicine, and protecting the health of the people. Article 2 Units or individuals engaged in medical treatment, prevention, health care and rehabilitation services of Korean medicine, education, scientific research and foreign exchange of Korean medicine, as well as management activities of Korean medicine in the administrative area of the Autonomous Prefecture shall abide by these Regulations. Article 3 The development of Korean medicine shall follow the principle of combining inheritance and innovation, maintain and carry forward the characteristics and advantages of Korean medicine, actively utilize modern science and technology, promote the development of the theory and practice of Korean medicine, and advance the modernization of Korean medicine. Article 4 The health administrative departments of the autonomous prefectures and counties (cities) shall be responsible for the management of Korean medicine in their respective administrative areas.

The relevant departments of the people's governments of the autonomous prefectures and counties (cities) shall be responsible for the work relating to Korean medicine within their respective areas of responsibility. Article 5 The people's governments of autonomous prefectures shall incorporate the construction of the medical network of DPRK medicine into the overall planning of social development, and establish and improve medical institutions of DPRK medicine.

Dynasty medicine departments shall be set up in general hospitals and Chinese medicine hospitals above the second level where they are available, and dynasty medicine medical institutions shall be established in counties (cities) where they are available. Article 6 The people's government of the autonomous prefectures shall actively develop the education of Korean medicine, make full use of the resources of higher education in the national autonomous areas, and build high-standard bases for basic teaching, clinical teaching and training of Korean medicine personnel. Article 7 The people's governments of autonomous prefectures and counties (cities) shall attach importance to the protection of famous and old experts in DPRK medicine, and summarize and inherit the academic thoughts and clinical experiences of famous and old experts in DPRK medicine. Encourage the experts in Korean medicine with high academic level and rich clinical experience to take disciples to teach, carry out teacher education, and create a number of leaders and technical backbones in the discipline of Korean medicine. Professionals of Chinese and Western medicine are encouraged to study the knowledge of Korean medicine and promote the combination of Korean medicine with Chinese and Western medicine. Article 8 For those who have been engaged in Korean medicine for a long time, have obtained the corresponding professional and technical qualifications and have made outstanding contributions to the cause of Korean medicine, the employing units may set up special posts for special employment in accordance with the relevant provisions. Article 9 The health administrative departments of autonomous prefectures and counties (cities), in cooperation with the relevant departments, shall organize experts in Korean medicine and relevant personnel to take part in the evaluation or appraisal of the following projects:

(1) the establishment of projects, appraisal of scientific research topics and evaluation of achievements in Korean medicine;

(2) evaluation of professional and technical positions and qualifications in Korean medicine;

(3) evaluation of institutions for Korean medicine in the fields of medical treatment, education, scientific research and production of Korean medicine;

(4) evaluation of institutions for Korean medicine; and

(5) evaluation of institutions for Korean medicine production. organizations;

(4) technical appraisal of medical accidents in DPRK medicine. Article 10 In studying and formulating medical compensation policies, the number of DPRK medical diagnostic and treatment items and types of DPRK medicines included in the scope of reimbursement shall be increased, the starting line for reimbursement of DPRK medicines shall be lowered, and the reimbursement ratio of DPRK medicines shall be raised. Effective measures shall be taken to guide insured persons and participating farmers to make full use of Korean medicine services. Article 11 The establishment of a Korean medicine production enterprise must obtain a Drug Production License. The DPRK medicine production enterprises must formulate and implement regulations and hygiene requirements for ensuring the quality of medicines in accordance with the requirements of the "Good Manufacturing Practice for Drugs".

To start a Korean medicine business enterprise, it must obtain the Drug Business License. The enterprise must operate drugs in accordance with the "Drug Business Quality Management Standard", and at the same time should have the Korean medicine technicians and business premises, equipment, storage facilities and hygienic environment that are suitable for the drugs it operates.

Dynasty medicine medical institutions must obtain the "Medical Institution Preparation License" for the preparation of Korean medicines. Korean medical institutions shall have the facilities, testing instruments and hygienic conditions that can guarantee the quality of the preparations. Article 12 With the approval of the provincial drug supervision and management department, the preparations of Korean medicine medical institutions may be entrusted to qualified medical institutions and drug manufacturers within the jurisdiction for preparation; with the approval of the provincial drug supervision and management department, the preparations of Korean medicine medical institutions may be transferred for use among designated Korean medicine medical institutions and Korean medicine departments of general hospitals within the jurisdiction.

On the basis of standardizing the management and services of Korean medicine, rural Korean medicine technicians are permitted to grow their own Korean medicinal herbs for their own use. Article 13 The people's government of the autonomous prefecture shall attach importance to the standardization and normalization of DPRK medicine. Through government-led and industry-wide **** participation, it shall carry out the standardization and normative construction of Korean medicine in a categorized and gradual manner, and formulate the standards of terminology and terminology of Korean medicine, clinical diagnosis and treatment guides, technical operation norms and standards for evaluation of therapeutic efficacy.

The people's government of the autonomous prefectures shall make full use of the resources of the autonomous prefectures in the fields of medical treatment, education, scientific research, production and operation of Korean medicine, strengthen the development and research of Korean medicine, and promote the entry of Korean medicinal materials and Korean medicines into the national pharmacopoeia. Article 14 The people's governments of the autonomous prefectures and counties (cities) shall, in accordance with the needs of the development of the cause of Korean medicine and the actual socio-economic development of the region, provide financial security. The establishment of the dynasty medicine special funds, used to support the dynasty medicine medical care, education, scientific research and development and other key construction projects, and increase year by year.

Actively encouraging and supporting social groups, organizations and individuals to finance the development of Korean medicine, and actively using foreign capital and donations to develop Korean medicine.

The health administrative departments at all levels shall strengthen the management of the special funds for Korean medicine and other funds for the development of Korean medicine, earmark them for special purposes, and shall not divert or retain them, and shall be subject to the approval of the financial and auditing authorities.
