Chapter II: Construction content and project components

Article 14 The construction scale of community day care centers for the elderly should be based on the number of people living in the community, taking into account the service radius to determine.

Chapter IV Site Selection and Planning Layout

Article 28 The architectural appearance of community day-care centers for the elderly shall be warm in tone, simple and generous, natural and harmonious, and uniformly marked; the interior decoration shall meet the requirements of accessibility, hygiene, environmental protection and warmth, and shall be implemented in accordance with the relevant provisions of the architectural design norms for the elderly.
Article 29 The power supply facilities of community day care centers for the elderly shall meet the requirements of equipment and lighting power load, and it is appropriate to configure emergency power supply equipment.
Article 30 Community day care centers for the elderly shall have water supply and drainage facilities, and shall comply with national health standards. Its living service room should have a hot water supply system, and configuration of washing, bathing and other facilities.
Article 31 Community day care centers for the elderly in areas of severe cold, cold and hot-summer and cold-winter regions shall have heating facilities; community day care centers for the elderly in areas where the average outdoor temperature of the hottest month is higher than or equal to 25 degrees Celsius shall have air-conditioning equipment and ventilation and air-exchange devices.

The Party and the Government attach great importance to the development of community-based elderly care services, and the Decision of the Central Committee and the State Council on Strengthening Work on Aging clearly states that "an elderly care mechanism based on family care, supported by community services and supplemented by social care should be established".
