National Blood Donation Law Incentives

China has implemented a blood donation incentive scheme whereby healthy citizens between the ages of eighteen and fifty-five who actively participate in blood donation and make remarkable achievements in blood donation work will be recognized and rewarded by the local authorities, and citizens can be exempted from the blood-related fees and their spouses and immediate family members can have their fees reduced when they need blood in the clinical setting.

The National Award for Promotion of Blood Donation is used to reward units that donate more than RMB 500,000 yuan to the cause of blood donation, or donate blood collection vehicles and equipment worth more than RMB 500,000 yuan; individuals who donate more than RMB 300,000 yuan or donate blood collection equipment worth more than RMB 300,000 yuan; units and individuals who provide public service and publicity for the cause of blood donation for many years; and units and individuals who make contributions to the promotion of blood donation in China in other ways. The units and individuals who have provided public service and publicity for the cause of blood donation for many years; and the people and departments from all walks of life who have made outstanding contributions to the cause of blood donation in other forms.

The National Conference on Commendation and Reward for Non-Remunerated Blood Donation is held every two years to honor the winners of the National Award for Devotion to Non-Remunerated Blood Donation (Gold Award), the Award for the Promotion of Non-Remunerated Blood Donation, and the Award for Advanced Provinces (Municipalities) in Non-Remunerated Blood Donation. Recipients of the Award for Contributing Blood without Reparation (Silver and Bronze) are entrusted to the people's governments of provinces, autonomous regions and municipalities directly under the central government and the Red Cross for joint commendation after approval by the Appraisal Panel for Commending and Rewarding Blood Donation.

The Law of the People's Republic of China on Blood Donation

Article 14: Citizens who use blood for clinical purposes shall only be paid the costs of collection, storage, separation, and testing of the blood; and the specific charges shall be formulated by the administrative department of health of the State Council in conjunction with the competent department of price of the State Council. The gratuitous blood donors clinical need for blood, exempted from the payment of the fees stipulated in the preceding paragraph; gratuitous blood donors' spouses and immediate family members clinical need for blood, can be exempted from the payment of the fees stipulated in the preceding paragraph in accordance with the provisions of the people's governments of the provinces, cities, autonomous regions and municipalities directly under the Central Government, or reduced payment. Article 16 Medical institutions shall make plans for the clinical use of blood, follow the principles of reasonableness and science, and shall not waste or abuse blood. Medical institutions shall actively promote the transfusion of blood according to blood components for the actual needs of medical treatment, and the specific management methods shall be formulated by the health administrative department of the State Council. The State encourages the research and promotion of new clinical blood use techniques. Article 17 The people's governments at all levels and the Red Cross shall reward units and individuals who actively participate in blood donation and make remarkable achievements in blood donation work.
