What is the relationship between the Health Commission and the Department of Health

The Health Bureau and the Health Commission don't have much to do with each other.

The Health Bureau is the competent authority for local hospitals at all levels, and its main function is to carry out the guidelines, policies and laws, regulations and rules of the Party and the State concerning health work. The Health Commission generally refers to the National Health and Wellness Commission, and its main responsibilities are to organize the formulation of national health policies, and to formulate laws, regulations, and policies on the development of health and wellness. Under the Health Bureau, there are functional departments such as the Office, Medical Administration Section, Health Education Institute, and the Society for Love and Health, which are in charge of food hygiene, the implementation of the Law on Practicing Physicians, and the handling of medical accidents. The National Health Commission is a constituent department of the State Council, with the Office, Personnel Division, Planning, Development and Informatization Division, Department of Finance, Department of Institutional Reform, Bureau of Disease Control and Prevention, Medical Affairs and Medical Bureau, Department of Primary Health Care, and other institutions.
