Article 13 The electromagnetic radiation pollution of mobile communication base stations shall comply with national protection standards. The administrative department in charge of environmental protection shall, in accordance with law, supervise and inspect the environmental protection of electromagnetic radiation from mobile communication base stations. Construction and renovation of fiber-to-the-home programs should meet the requirements of multiple communications carriers for equal access, the user is free to choose the operator.
Office and commercial buildings, residential districts and other urban civil building developers, owners and managers shall provide equal access and use of supporting public telecommunication facilities for telecommunication operators to use the area, shall not enter into an agreement with any telecommunication operator with exclusivity clauses, preventing other telecommunication operators from entering the area to provide services. Users have the right to independently choose the services provided by telecommunications business operators in accordance with the law.
