How does the county-level metrology institute intervene in the verification of civil three meters

Civil three meters, namely water meters, electric energy meters and gas meters used for trade settlement in residential buildings, are basic measuring instruments related to the vital interests of ordinary people, and also belong to the category of national key management and compulsory verification. Due to historical reasons, the verification of civil three meters was authorized by the metering management department to the corresponding water, electricity and gas franchise companies, such as water meters to water supply companies, electric energy meters to power supply companies and gas meters to gas companies, which played a certain role in the integration and utilization of social resources under the historical conditions at that time. However, with the improvement of market economy, the enhancement of people's legal consciousness and the continuous growth of our own testing institutions, it is an inevitable trend to recycle the verification function of civil three meters. So, how can we intervene in the verification of civil three meters? Below, I will talk about some ideas about the verification of water meters and watt-hour meters in recent years. I. Preliminary Practice Since 1998, the State Council announced the "Three Fixed Plans", we want to participate in the testing of water meters, electric energy meters and gas meters in our city (county-level cities). However, due to special reasons, this work has not been carried out. It was not until the beginning of 2002 that we did more practical work. Like most testing institutions, our initial idea was to cooperate with water supply companies and power supply companies. But as soon as we knew the situation, the other side opposed it. They believe that the testing business is authorized by our superior measurement management department (provincial and municipal bureau). As a county-level department, it does not need our participation and basically refuses to cooperate. In view of this situation, we realize that it is not enough to rely on others alone, but also to rely on our own strength to pull the business over. However, due to our limited economic conditions at that time, it was almost impossible to purchase new equipment and establish measurement standards under the economic conditions at that time. After many investigations, it is known that in addition to the water supply company, the Water Conservancy Bureau and a coal mine enterprise also have a set of verification equipment. The Water Conservancy Bureau was brought here by an aid project in Germany at that time, and there was basically no business. Most of the time in a year is idle, and we have to pay the corresponding expenses such as equipment maintenance, verification and testing personnel's salary. The water meter verification equipment in that coal mine enterprise stopped using several years ago because of the small workload. In view of this situation, we started a new action. Second, lease equipment, establish water meter verification standards After contacting the Water Conservancy Bureau and the coal mining enterprise, both parties have the intention of cooperation. In particular, the leaders of that coal mining enterprise attached great importance to it, allocated funds to repair the equipment that had not been used for many years, renovated the verification room, and prepared the office of the verification personnel. But after investigation and study, weighing the pros and cons, we chose the Water Conservancy Bureau. First, because its laboratory is in the city, it is more convenient to send measuring instruments for inspection, and the verification equipment is relatively new. Through communication and consultation between the leaders of our bureau and the leaders of the Water Conservancy Bureau, we reached an agreement: I rent the site and equipment of the Water Conservancy Bureau (actually, the drilling team under the Water Conservancy Bureau), establish the public metering standard of water meters in my name, carry out the verification work for the society and bear the corresponding responsibilities, and I pay the corresponding site and equipment rental fee to the Water Conservancy Bureau every year. While preparing to establish the public metering standard for water meters, we know that the metering standard of water supply companies will expire at the end of the year. Through many efforts, we stated our interests and losses to our superiors, and finally got the support of the leaders of the Municipal Bureau. The water company has expired and we have no authorization. In this way, we finally took the initiative in the position of water meter verification. This year is 2003. As for what water company asked us for cooperation after recognizing the situation, we didn't agree, and that's another story. Third, install the equipment by yourself and strive for the verification right of the electric energy meter. As early as 2002, we contacted the power supply company in various ways to seek cooperation intention, but the power supply company ignored it. According to our investigation, although the power supply company has been carrying out the verification of electric energy meters, they have not been authorized by the measurement administrative department, but only established the highest measurement standard of the enterprise. According to the provisions of the Metrology Law, no authorized institution can carry out the verification business of compulsory verification of measuring instruments. Through investigation, we obtained the evidence of its external verification business and reported it to the inspection team. The inspection team conducted multi-party investigation and evidence collection and found it illegal. However, in the punishment stage, the power supply company was active, and due to well-known reasons (some factors will be said later), the punishment did not go on. Just in 2003, we heard that the power supply company was seeking government authorization. Because as early as 1999 "Notice of the State Bureau of Quality and Technical Supervision on Strengthening the Supervision and Management of Compulsory Verification of Trade Settlement Watt-hour Meters", it was emphasized that "we should give full play to the technical strength of the existing verification watt-hour meters in the metrological technical institutions of the power sector and avoid repeated construction." So it was more favorable to them in policy at that time. When we learned the news, we realized the seriousness of the situation. We think it's now or never. If we miss this opportunity, I'm afraid the verification business of electric energy meter will never belong to us. With the efforts of my leader and the support of my superiors, my leader made a major decision at that time and spent money on equipment! Why is this a big decision? As we all know, it's not that we don't want to do it, but that we can't afford it! A set of verification equipment for single-phase three-phase watt-hour meters, ranging from hundreds of thousands to hundreds of thousands. We have no money, we are poor! But if we let it go on like this, we will lose more and more jobs, we will have no room for development, and our road will get narrower and narrower. Then we will have no food and lose our jobs! So we can't wait! We seek support and raise funds in various ways. Finally, the necessary funds are in place. But when we buy equipment, new problems appear. Due to the long-term monopoly of the power supply department, some manufacturers of watt-hour meter verification equipment are inextricably linked with the power supply department. At that time, we contacted a company in Shenzhen, and their watt-hour meter verification equipment was well known. At the beginning, they were also very enthusiastic and negotiated the price with us. But just before signing the contract, the other party suddenly changed his mind and said that it could not be sold directly to us, and it would cost extra to sell it to us through an intermediary. We were angry at that time. Why have we suddenly changed our minds about what we have already talked about? After asking many questions, the salesman in charge of our area euphemistically explained that if they sell us the verification equipment, they will lose a large order from the power supply department because they have a lot of business with the power supply department ... what a shame! How characteristic of China! Although we are angry, we also feel helpless. At that time, we were lost. Just then, a company in Hangzhou found us. It is understood that this company was originally a school-run company of Ji Liang University in China, and was later restructured into a private company. Due to historical reasons, their company has been cooperating well with the metrology department. Their watt-hour meter verification equipment is widely used in measurement and testing institutions and enjoys a high reputation.
