Chapter I General Provisions

Second The private non-academic education and training institutions referred to in these measures, refers to the state institutions other than social organizations or individual citizens, the use of non-state financial funds, organized for the community does not have the qualification of issuing academic certificates of private schools.
Application for the establishment of the implementation of vocational skills-based vocational qualification training, technical level training of private education and training institutions, as well as departments and units of non-academic education and training for their own departments and units of the staff, does not apply to this provision.
Article 3 The establishment of private non-academic education and training institutions should be adapted to the needs of the city's economic construction and social development, in line with the regional education development plan and the actual demand, in line with the "Tianjin private non-academic training institutions set standards" (Tianjin Education Commission [2008] No. 2) of the document requirements.
Article 4 Non-academic education and training institutions shall adhere to the basic line of the Party, fully implement the Party's education policy, abide by the laws and regulations of the state, ensure the quality of education and cultivate qualified personnel. They shall be subject to government management, supervision, inspection, evaluation and audit.
Chapter II Application for Setting Up
Article 5 The application for organizing private non-academic education and training institutions shall be in accordance with the requirements of the "Tianjin Private Non-academic Training Institutions Setting Up Standards", and the application shall be made by the applicant to the educational administrative departments of the districts and counties in the area in which it is proposed to be operated. Where the application for the organization of training institutions involving health, sports, security and other content, shall first be reviewed and approved by the relevant administrative departments, by the county administrative department of education for approval.
Article VI Application for school shall be submitted to the following materials:
(1) school application report. Shall specify the organizer, the principal, the name of the school, the address of the school, the source of funding, the amount and management of the use of methods, the content of the school, the training objectives, the scale of the school, the level of the school, the form of the school, the conditions of the school (facilities, equipment, etc.), the internal management system. Organizers for the unit should be stamped with the official seal of the unit, the organizers of individual citizens should be signed by myself.

Article VII of private non-academic education and training institutions to hire teachers and managers need to sign a legal and fair employment contract. If they are public officials, they need to be agreed by their units.
Article VIII of private non-academic education and training institutions on the employment of full-time staff, should be based on the relevant state laws and policies, to protect their wages and benefits, and handle the relevant social security and medical insurance.
Chapter III Supervision and Management
Article IX private non-academic education and training institutions shall, in accordance with the statutes approved by the approving authority, to establish and improve the rules and regulations, standardize the internal management, to ensure the quality of education and teaching, and to carry out school activities in accordance with the law.
Article X private non-academic education and training institutions to receive the "private school license", the need for legal registration to the competent authority for legal registration, to the county technical supervision bureau for legal code certificate, to the bank to open an account, to the county local tax bureau for tax registration. Article XV of private non-academic education and training institutions shall establish a student registration system and student academic performance files.
Article XVI of private non-academic education and training institutions in the approval authority approved by the region outside the additional teaching locations, should be re-approval, registration procedures. Private non-academic education and training institutions in the area approved by the approval authority to set up additional teaching locations, shall be reported to the approval authority for the record.
Article 17 The private non-academic education and training institutions shall report to the approval authority at the end of each year, the basic situation of annual schooling. Contents include:
(a) annual financial audit report. (iv) private schools;

Chapter IV Changes and Termination
Article 19 of the private non-academic education and training institutions to change the name, level, category shall be reported to the approval authority for approval; change the organizer shall be reported to the approval authority for approval.

Article 20 The merger of private non-academic education and training institutions shall be property inventory and financial liquidation, and the merger of non-academic education and training institutions to properly resettle the original students. Article 22 of the private non-educational education and training institutions terminated, the approval authority shall recover the school license and destroy the seal, and for deregistration.
Chapter V Supplementary Provisions
