1. An entity applying for a hazardous waste business license shall apply to the issuing authority before engaging in hazardous waste business activities;
2. If the conditions stipulated in Article 5 or Article 6 of these Measures are attached, the issuing authority shall, within 20 working days from the date of accepting the application, review the certification materials submitted by the applicant.
The process of processing files
The process of handling certificates is as follows:

Requirements for applying for hazardous waste business license: more than 3 technicians with intermediate titles in environmental engineering or related majors and more than 3 years of experience in solid waste pollution control; There are means of transport that meet the safety requirements of the transportation of dangerous goods by the transportation department of the State Council; There are packaging tools, transit and temporary storage facilities and equipment that meet the national or local environmental protection standards and safety requirements, as well as storage facilities and equipment that have passed the acceptance; There are disposal facilities, equipment and supporting pollution prevention facilities that conform to the national artificial infiltration or the construction plan of hazardous waste disposal facilities in provinces, autonomous regions and municipalities directly under the Central Government, and meet the national or local environmental protection standards and safety requirements; Among them, the centralized medical waste disposal facilities should also meet the national health standards and requirements for medical waste disposal; There are disposal technologies and processes suitable for the types of hazardous wastes handled; There are rules and regulations, pollution prevention measures and emergency rescue measures to ensure the safety of hazardous waste management. Where hazardous waste is disposed of by landfill, the land use right of the landfill shall be obtained according to law.

Article 8 People's governments at all levels shall strengthen their leadership in the prevention and control of environmental pollution by solid waste, and organize, coordinate and urge relevant departments to perform their duties of supervision and management in the prevention and control of environmental pollution by solid waste according to law. Provinces, autonomous regions and municipalities directly under the Central Government may establish a joint prevention and control mechanism for environmental pollution by solid waste across administrative regions through consultation, and make overall plans, facilities construction and solid waste transfer.
Measures for the administration of hazardous waste business license
Article 7 The State shall examine, approve and issue hazardous waste business licenses at different levels. The hazardous waste business license of the centralized medical waste disposal unit shall be approved and issued by the competent environmental protection department of the Municipal People's Government where the centralized medical waste disposal facility is located. Hazardous waste collection and operation license shall be approved and issued by the competent department of environmental protection of the people's government at the county level. Hazardous waste business licenses other than those specified in the second and third paragraphs of this article shall be examined and approved by the competent environmental protection departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government.
Article 8 An entity applying for a hazardous waste business license shall submit an application to the issuing authority before engaging in hazardous waste business activities, and attach the certification materials that meet the conditions stipulated in Article 5 or Article 6 of these Measures.
Article 9 The issuing authority shall, within 20 working days from the date of accepting the application, examine the certification materials submitted by the applicant and conduct on-site inspection of the applicant's business facilities. In line with the conditions, the hazardous waste business license shall be issued and announced; Do not meet the conditions, notify the applicant in writing and explain the reasons. Before issuing a hazardous waste business license, the issuing authority may, according to actual needs, solicit opinions from relevant competent departments and experts such as health, urban and rural planning. The applicant shall go through the registration formalities with the administrative department for industry and commerce with the hazardous waste business license.
