The town planning forms a spatial structure of "one center, one axis, two corridors, three pieces and seven clusters".

2) An axis: the town development axis, relying on the national highway east to Pantian Town, west to Jianqiao Town, through the old town and the new town center, combined with the construction of ecological recreation area and the development of industrial parks, the development axis of the town.
3) Two corridors: the western part relies on the construction of the new town and the G206 national highway, and the eastern part relies on the construction of the Fengliang River and the old town to form the growth corridor of the town, which is the direction of the future spatial expansion of the town.

(1) External Transportation
Highway: Setting up a highway entrance and exit at G206, connecting with Dafenghuahua Highway and Meishang Highway to strengthen the regional connection.
National and provincial highways: local widening and optimization and upgrading of national and provincial highways, connecting Fenshun County, downtown Meizhou City and Jianqiao Station of Guangzhou-Meizhou-Shantou Passenger Dedicated Line through G206; and connecting Xiantong Town and Pantian Town through S334. In the long run, G206 will be partially rerouted to the south to reduce the interference of transit traffic on the lives of town residents, and S334 will be upgraded to a national highway to strengthen external links.
County Roads and Township Roads: Use the existing county roads and township roads to strengthen the township and surrounding villages and townships of the transportation links, to achieve the village highway. Through X028 toward connecting Shuangxi Village and Longgang Township, through Y142 connecting Xiaomulberry and Buxin Village, through Y136 connecting Fuxing, Chengdong and Chengxi Village.
(2) Urban road system planning
The main road: the width of the red line is 24 meters, by combing the main road in the town, improving the connection between the two rivers and the three banks and the old and new towns, focusing on the connection with G206 and S334 (upgraded to a national highway in the long run), forming a "four horizontal and three vertical" main road network structure.
Secondary roads: the width of the red line is 18 meters, which improves the accessibility of the secondary road network, serves the town land, and is the distribution road for the entrances and exits of different land-use plots, public transportation routes, and pedestrian and bicycle traffic.
Sub-roads: the width of the red line is 9 meters, emphasizing the service function of the sub-roads, following the principle of zoning control, and adopting different planning ideas and control measures for the characteristics of the existing road system and the needs of future development. Combined with the development of the new town area, it follows the development direction of the town and builds the new town center, including the new town administrative center, commercial center, cultural and entertainment center, sports center and other facilities to increase the attractiveness of the new town area. According to the layout of town-level and cluster-level public **** facilities, the plan has formed a "two-core, multi-node" public **** service facilities configuration system.
Planning public **** management and public **** service land of 53.31 hectares, per capita land index reached 10.05 square meters / person. The plan improves all kinds of service facilities, focusing on the development and construction of new towns, and strengthens the layout of cultural facilities, sports facilities, medical and health facilities to form a reasonable public **** service system.
The planned land for commercial service facilities is 29.56 hectares, with a per capita land index of 5.58 square meters per person. The planning combines the development of the new city and the renewal of the old city, focusing on strengthening the commercial facilities in each area, while improving the layout of the business outlets of public utilities.
The planning of green space and plaza area *** total 115.62 hectares, accounting for 20.17% of urban construction land, of which the park green space area of about 102.35 hectares, per capita park green space area of 19.31 square meters.
Planning to utilize the natural resources of Fengliang River and Juanxi River to build a riverfront ecological park; to lay out park green space in combination with the existing garden and abandoned land in the construction land; to lay out open space and park green space in combination with the land for public **** facilities and cultural relics and ancient buildings, which is convenient for residents to use and **** enjoy; to lay out a small paradise and street green space in the important intersections of the township, squares, trade centers, etc., to shape the Small town style characteristics. Community parks are arranged according to the service radius of 500-1000 meters.
It is planned to take the west side of the township into the West School Hall Reservoir and the Zhaigongkeng Reservoir in Xibang Village as the water supply source of the township, with a reservoir capacity of about 1-3 million meters and a rain catchment area of 13.2 square kilometers. It is planned to build a new water plant near the reservoir and expand the water plant on the southwest side (Xibang Village) to supply water for production and life in Fengliang Township. The recent scale of the new tap water plant is 20,000m/d in the near future and 35,000m/d in the long term.
The near future plan is to use integrated wastewater treatment equipment for decentralized treatment of domestic wastewater in the township, and to arrange small-scale integrated (biofilm method) wastewater treatment equipment according to the scale with the capacity of 500 tons per day each, occupying a land area of about 300 m. The long term plan is to reserve the land for small and medium-sized wastewater treatment plants. According to the topography of Fengliang township, the township is divided into three drainage areas, planning three sewage treatment plants, the scale of 1.0 million m / d, covering an area of about 1.0ha, sewage by decentralized treatment to meet the standards discharged into the Fengliang River and the Juanxi River in the vicinity.
According to the forecast of electricity load, the expansion of the existing 110kV Fengliang Station, the capacity of the expansion of 2 × 63MVA, substation land is reserved for 3 main transformers, an area of about 1.3ha. The planning capacity-load ratio is 2.47, which can meet the power load demand of the township. There are two 110kV overhead lines in the existing situation, and the corridor control width is 30 meters.
Retain the status quo landfill, update the process, strengthen the protection. The township's domestic waste disposal method is based on sanitary landfill, supplemented by composting and other methods, and gradually develops harmless treatment system and comprehensive utilization technology.
The status quo has been constructed in Taiping Village, 1 LPG storage and distribution station, and in the long term will be expanded again about 1ha, gas storage capacity of 800m to meet the demand.
