Twenty-seventh provincial procurement units in the implementation of specific procurement projects, shall not specify suppliers, shall not put forward exclusive requirements in business and technology.

Twenty-eighth centralized procurement institutions should adhere to the principle of combining standardization with efficiency, and do a good job in the specific implementation of agency procurement projects.

The staff of centralized procurement institutions shall not participate in bid evaluation, and shall not interfere with or affect the normal bid evaluation of centralized government procurement.

Twenty-ninth centralized procurement institutions shall conduct procurement activities in accordance with the procurement plan issued by the examination and approval and the agreement of the principal-agent agreement, and issue the bid-winning notice or transaction notice in accordance with the requirements stipulated in the agreement. The provincial procurement unit shall, within 30 days after receiving the notice of winning the bid or closing the transaction, sign a government procurement contract with the supplier who won the bid or closing the transaction.

Article 37 During the implementation of agreed supply or designated procurement, centralized procurement institutions shall follow up and conduct market research in accordance with the agreement, and urge the successful suppliers to fulfill their commitments in terms of price and service in accordance with the agreement.

If the supplier violates the contract or fails to abide by the bid-winning promise, the provincial procurement unit may report to the centralized procurement institution or the government procurement supervision institution. Centralized procurement institutions may investigate their liability for breach of contract according to the agreement. If the successful supplier is fined, prohibited from participating in government procurement activities, or included in the list of bad behavior records, the government procurement regulatory agency shall make a decision.
