People's governments of all provinces, autonomous regions and municipalities directly under the Central Government, ministries and commissions of the State Council, and institutions directly under the Central Government:

China is one of the countries in the world with the most serious geologic hazards and the most threatened populations, with complex geologic conditions, frequent tectonic activities, and a large number of potential hazards such as avalanches, landslides, mudslides, ground collapses, land subsidence and geologic cracks, Disasters such as avalanches, landslides, mudslides, ground subsidence, ground subsidence, earth cracks and other hazards are many and widely distributed, and are hidden, sudden and destructive, making prevention difficult. Especially in recent years, under the influence of extreme weather, earthquakes, engineering construction and other factors, geologic disasters have occurred frequently, causing serious losses to people's lives and properties. In order to further strengthen the prevention and control of geological disasters, the following decisions.

I. Guiding ideology, basic principles and work objectives

(I) Guiding ideology. Comprehensively implement the spirit of the 17th CPC National Congress and the 17th Third, Fourth and Fifth Plenary Sessions, guided by Deng Xiaoping Theory and the important thought of the "Three Represents", comprehensively implement the scientific concept of development, and "people-oriented" concept throughout the prevention and control of geological disasters. In order to protect people's lives and properties as the fundamental, to establish and improve the geological disaster investigation and evaluation system, monitoring and early warning system, prevention and control system, emergency response system as the core, to strengthen the whole society's awareness and ability to prevent geologic hazards, scientific planning, highlight the key points, and promote the overall progress, and to comprehensively improve China's level of prevention and control of geologic disasters.

(2) Basic principles. Adhere to local management, hierarchical responsibility, clear local government's main responsibility for geologic disaster prevention and control, to achieve the government organization and leadership, departmental division of labor, the whole society **** with the participation; adhere to the prevention, prevention and control, scientific use of monitoring and early warning, relocation and avoidance, and engineering management and other means to effectively avoid disaster risks; adhere to the combination of special groups, group measurement and prevention, give full play to the role of professional monitoring institutions, relying on the grassroots masses to do a comprehensive job of geologic disaster prevention and control. The majority of grass-roots people to do a good job of preventing and controlling geological disasters; adhere to who triggers, who governs the engineering construction of geological disasters caused by a clear unit of responsibility for disaster prevention and management responsibility; adhere to the overall planning, integrated management, in strengthening the prevention and control of geological disasters at the same time, coordinating the promotion of flash floods and other disaster prevention and control and ecological environmental management work.

(3) work objectives. During the "Twelfth Five-Year Plan" period, to complete the key geological disaster prevention and control area disaster investigation tasks, comprehensively find out the basic situation of geological disasters; basically complete the Three Gorges reservoir area, Wenchuan and Yushu earthquake-stricken areas, geological disasters in highly vulnerable areas of major geological hazards of the engineering management or relocation of the point of avoidance; the other hidden spots, and actively carry out the combination of specialized groups of For other hidden danger spots, the monitoring and early warning will be actively carried out in combination with specialized groups, so that disasters and dangerous situations will be timely monitored and effectively dealt with. By 2020, a comprehensive geologic disaster investigation and evaluation system, monitoring and early warning system, prevention and control system and emergency response system, basically eliminating the threat of very large geologic disaster sites, so that the casualties and property losses caused by the disaster has been significantly reduced.

Second, comprehensively carry out the investigation of hidden disasters and dynamic inspection

(d) Strengthen the investigation and evaluation. County as a unit in the national scope of a comprehensive investigation and evaluation of flash floods, geological hazards, focusing on improving the Wenchuan, Yushu earthquake-stricken areas, as well as the Three Gorges Reservoir area, the southwest mountainous areas, the northwest loess area, the southeastern coastal areas such as the degree of investigation work, and to increase the evaluation of the densely populated areas, the risk of geologic hazards around the important military and civilian facilities. May threaten towns, schools, hospitals, markets and villages, army camps and other densely populated areas and drinking water sources, hidden, complex geological conditions of the major hidden dangers, we must organize a detailed investigation to identify the cause of the disaster, the degree of harm, to master the pattern of change in its development, and point by point to formulate the implementation of monitoring and prevention measures.

Provincial and municipal people's governments and relevant departments to strengthen the county-level people's governments to supervise and guide the work of hidden danger investigation, the grass-roots level is difficult to determine the hidden danger, we must promptly organize professional departments to verify the confirmation of the scene.

Three, strengthen the monitoring and forecasting of early warning

(7) Improve the monitoring and forecasting network. All regions should accelerate the construction of a joint monitoring and early warning information ****sharing platform of land, meteorology, water conservancy and other departments, and establish a forecast meeting and early warning linkage mechanism. For towns, villages, schools, hospitals and other enterprises and institutions and other densely populated areas upstream of landslides, flash floods, mudslides prone to high mountains and canyons, should be encrypted deployment of meteorological, hydrological, geological hazards and other professional monitoring equipment, strengthen monitoring and forecasting to ensure timely detection of dangerous situations, timely issuance of early warning.

(viii) Strengthen the construction of early warning information dissemination means. Further improve the national public **** event early warning information dissemination system, the establishment of the national emergency broadcasting system, make full use of radio, television, Internet, cell phone text messages, telephone, publicity vehicles and electronic display screen and other media and means, timely release of early warning information on geological disasters. Focusing on strengthening the construction of means of releasing emergency warning information in remote areas such as rural mountainous areas, and utilizing cable broadcasting, treble loudspeakers, sounding gongs and whistles, and door-to-door notification in accordance with local conditions, disaster warning information is promptly transmitted to the threatened masses.

(ix) Improvement of the level of group monitoring and prevention. Geological disaster-prone areas of the county and township people's governments should strengthen the organization and leadership of group monitoring and group prevention, and improve the group monitoring and group prevention team with village cadres and backbone masses as the main body. They shall guide and encourage grass-roots communities, villages and groups to set up mutual aid organizations for joint prevention and control of geological disasters. Appropriate financial subsidies will be given to the group monitoring and prevention personnel, and they will be equipped with simple and practical monitoring and early-warning equipment. Organize relevant departments and professional and technical personnel to strengthen disaster prevention knowledge and skills training for group survey and group defense personnel, and continuously enhance their disaster awareness and reporting, monitoring and early warning and emergency response capabilities.

Four, effective avoidance of disaster risk

(J) strict assessment of the risk of geological hazards. In the geological disaster-prone areas for engineering construction, we must strictly carry out the provisions of the geological disaster risk assessment, to prevent man-made activities induced geological disasters. The ecological protection and supervision in resource development shall be strengthened, and ecological environment monitoring and assessment in disaster-prone areas shall be carried out. When preparing urban master plans, village and township plans, and infrastructure special plans, all regions and relevant departments should strengthen the assessment of the risk of geologic hazards in the planning area, and reasonably determine the location and layout of projects, so as to effectively avoid hazardous areas.

(xi) rapid and orderly organization of disaster avoidance. The precursors of disasters, may cause casualties and major property losses in the region and section, the county-level people's government to promptly delineate the geological disaster hazardous areas, announce to the community and set up obvious warning signs; to organize the development of disaster prevention and avoidance programs, clear disaster prevention responsibility, warning signals, evacuation routes and temporary resettlement places, and so on. In the event of typhoons, heavy rainfall and other inclement weather and seismic disasters, we must organize forces to closely monitor the development of hidden changes in emergency situations, the local people's government, grass-roots group monitoring and prevention organizations should quickly start the disaster prevention and sheltering program, timely and orderly organization of the masses of people to move safely and set up a warning sign at the original site to avoid casualties caused by people entering. Before arranging for the temporary transfer of people to return to their original location to live, it is necessary to carry out a safety assessment of disaster hazards, and implement monitoring and early warning and other precautionary measures.

(XII) accelerate the implementation of relocation and avoidance. Local people's governments at all levels should combine the prevention and control of geological disasters with poverty alleviation and development, ecological migration, new rural construction, small town construction, land remediation, etc., and coordinate the arrangement of funds to accelerate the relocation of people in the geologic disaster hazard areas in a planned and step-by-step manner, and prioritize the relocation of people around the geologic disaster sites with high hazards and high difficulties in management. It is necessary to strengthen the relocation and resettlement site selection assessment, to ensure that the new site is not threatened by geological hazards, and to provide long-term production and living conditions for the relocated people.

V. Comprehensive prevention and control measures

(XIII) Scientific engineering management. It is difficult to implement the relocation and avoidance of hidden geological hazards, the regions should speed up the project management, give full play to the role of experts and professional teams, scientific design, careful construction, to ensure the quality of the project, and improve the efficiency of the use of funds. Land and resources, development and reform, finance and other relevant departments at all levels, to strengthen the support and guidance and supervision of engineering governance projects.

(xiv) accelerate the prevention and control of geological disasters in the earthquake-stricken areas and the Three Gorges reservoir area. Wenchuan, Yushu and other earthquakes caused serious damage to the geological environment of the disaster area, in a comprehensive earthquake-affected areas of geologic hazards in the detailed investigation and evaluation on the basis of the urgent preparation and implementation of geologic disaster prevention and control of special planning, the major hidden dangers of close monitoring, and timely relocation and avoidance, engineering and other prevention and control measures, to prevent the cause of major casualties and property losses. Organize and implement the prevention and control of geological disasters in the Three Gorges Reservoir Area, and properly solve the remaining problems of the second and third phases of geological disaster prevention and control, focusing on strengthening the monitoring and early warning of landslides and avalanches triggered by the rise and fall of the water level, and emergency disposal.

(xv) to strengthen the prevention and control of geological disasters around important facilities. Transportation arteries, water conservancy hubs, power transmission and oil (gas) facilities and other important facilities and military facilities around major geological hazards, the relevant departments and enterprises to take timely preventive and control measures to ensure safety. The assessment demonstrated the need to take measures to prevent and control geological hazards of the project, the construction unit must be in the construction of the main project at the same time, the implementation of geologic hazards protection works. The construction enterprises should strengthen the monitoring and early warning of geologic disaster potential around the site, develop disaster prevention plans, and effectively ensure the safety of the works in progress and construction personnel.

(16) actively carry out comprehensive management. Each region should organize land resources, development and reform, finance, environmental protection, water conservancy, agriculture, safety supervision, forestry, meteorology and other relevant departments, to coordinate the resources of all parties to grasp the prevention and control of geologic disasters, mining geological environment management and restoration, soil and water conservation, flash flood prevention and control, small and medium-sized rivers and reservoirs and reinforcement of risk, tailing ponds hidden management, ecological and environmental governance of disaster-prone areas and other work, and effectively improve the level of comprehensive management of geologic disasters. The level of comprehensive management of geologic disasters should be effectively improved. It is necessary to prepare and implement relevant plans, rationalize the arrangement of non-engineering and engineering measures, and appropriately raise the standard of geologic disaster prevention in mountainous towns and villages.

(xvii) Establishing and improving mechanisms for preventing and controlling ground subsidence, subsidence and ground cracks. The establishment of relevant departments, local governments ground subsidence prevention and control *** with the responsibility system, improve the monitoring network of ground subsidence in key areas, the implementation of ground subsidence and groundwater mining joint prevention and control, focusing on strengthening the management of groundwater mining in the Yangtze River Delta, North China and the Fenwei region, the rational implementation of groundwater mining ban, mining measures and artificial recharge and other projects, the establishment of ground subsidence prevention and control of the demonstration area to curb the ground subsidence, cracks in the ground. Further aggravation of ground subsidence and ground cracks. On the basis of in-depth investigation, delineate ground subsidence-prone and dangerous areas, and strengthen protective measures. Measures for the management of underground engineering activities and underground space will be formulated, and approval procedures will be strictly followed to prevent disasters such as ground subsidence, cave-ins and ground cracks caused by mineral mining, underground water extraction and other underground engineering constructions, as well as the improper use of underground space.

VI. Strengthening Emergency Rescue Work

(XVIII) Improve the emergency response capacity of geologic disasters. Local people's governments at all levels should combine the actual work of geological disaster prevention and control, strengthen the construction of the emergency rescue system, accelerate the formation of the combination of special groups of emergency rescue teams, equipped with the necessary transportation, communication and professional equipment, and form an efficient emergency response mechanism. Further revise and improve the emergency plan for sudden geological disasters, and formulate a strict and scientific emergency workflow. Constructing and improving emergency shelters, strengthening the necessary reserves of living materials and medical supplies, organizing regular drills on emergency plans, and improving the coordination and linkage and emergency response capabilities of all parties concerned.

(xix) Strengthening the prevention of geologic disasters at the grassroots level. Geological disaster prone areas should give full play to the grassroots people familiar with the situation of the advantages of strong support and promote the townships and villages of geologic disaster monitoring, inspection, early warning, transfer and sheltering and other emergency capacity building. During the period of key geological disaster prevention, township and village people's governments and grassroots mass self-governance organizations should strengthen the inspection tours of geological disaster hazards, and arrange for people to keep watch on the inspection of major hidden danger spots that threaten schools, hospitals, villages, bazaars, enterprises and public institutions and other densely-populated places, as well as organizing at least one emergency evacuation drill before the flood season every year.

(xx) do a good job of emergency rescue of sudden-onset geological disasters. Local people's governments at all levels should do a good job of emergency rescue work in sudden-onset geologic disasters, strengthen the comprehensive coordination, rapid and efficient search and rescue, disaster investigation, risk analysis, secondary disaster prevention and other emergency response work. To properly arrange the affected people's living, medical and psychological assistance, and make every effort to maintain social stability in the disaster area.

VII, sound protection mechanism

(xxi) improve and implement regulations and standards. The full implementation of the "Regulations on Prevention and Control of Geological Disasters", geological disaster-prone areas should grasp the development and improvement of local supporting rules and regulations, and improve the legal system for the prevention and control of geological disasters. The regulations and standards for geological disaster investigation and evaluation, hazard assessment and risk zoning, monitoring and early warning, and emergency response should be revised as soon as possible, and the technical requirements and procedures for geological disaster management projects such as investigation, design, construction, supervision, and hazard assessment should be improved.

(xxii) Strengthening the construction of geological disaster prevention and control teams. People's governments at provincial, municipal and county levels in geologic disaster-prone areas should establish and improve professional monitoring, emergency management and technical support teams appropriate to the needs of geologic disaster prevention and control in their respective areas, and increase the integration of resources and funding to ensure that the work is carried out properly. Support colleges and universities, research institutes to increase the geological disaster prevention and control of professional and technical personnel training efforts, long-term at the grass-roots level in the front line engaged in geological disaster investigation, monitoring and other prevention and control of professional and technical personnel, in the position, title and other aspects of the policy to give preferential treatment.

(xxiii) Increase financial investment and management. The state set up special funds for the prevention and control of large-scale geological disasters, used to carry out the national geological disaster investigation and evaluation, the implementation of the monitoring and early warning of major hidden danger points, investigation, relocation and avoidance, engineering management and emergency disposal, support for the construction of group surveying and group prevention system, popularization of science and education and training work. Local people's governments at all levels shall incorporate the cost of geologic disaster prevention and control and the subsidies for group survey and group defense personnel into the scope of financial guarantee, and increase the financial input for geologic disaster prevention and control according to the local reality. At the same time, the management of funds should be strict to ensure that funds for geological disaster prevention and control are earmarked for specific purposes. Each region should explore the development of preferential policies to encourage and attract social funds to invest in geological disaster prevention and control work.

(xxiv) Actively promote scientific and technological innovation. National and local science and technology programs (funds, special) and other relevant to increase the prevention and control of geological disasters in the field of scientific research and technological innovation support, and strengthen the complex mountain disaster mechanism, disaster risk analysis, disaster monitoring and management technology, evaluation of the impact of earthquakes on geologic hazards and other aspects of the research. It actively adopts advanced technological means such as geographic information, global positioning, satellite communications, remote sensing and telemetry, and explores the use of cutting-edge technologies such as the Internet of Things, so as to improve the precision and efficiency of geological disaster investigation and evaluation, monitoring and early warning. Encourage the development of key technology and equipment for geologic disaster early warning and emergency command and rescue, promote the application of advanced and applicable equipment such as life detection, large excavation and lifting to break barriers, physical exploration and drilling, and high-power water pumps, etc., so as to improve the capacity of emergency rescue and emergency disposal. Strengthen international exchanges and cooperation, learning from foreign advanced geological disaster prevention and control theory and technical methods.

(25) in-depth publicity and training and education. All regions and departments concerned should widely carry out the publicity and popularization of the knowledge of geologic disaster awareness and prevention, disaster reporting, risk avoidance and self-rescue, so as to enhance the awareness and self-protection ability of the whole society in preventing geologic disasters. Geological disaster-prone areas should be regularly organized cadres, grass-roots organizations in charge and the backbone of the masses to participate in geologic disaster prevention and control knowledge training to strengthen the knowledge of primary and secondary school students to prevent and control geologic disasters and skills drills; municipal, county and township government officials should have a comprehensive grasp of the situation of geologic hazards in the region, and to effectively strengthen disaster prevention and rescue command capacity.

VIII, strengthen organizational leadership and coordination

Local people's governments at all levels should put the prevention and control of geological disasters into the important agenda, into the government's performance appraisal, the results of the appraisal as an important part of the comprehensive assessment and evaluation of the leading team and leading cadres. Geological disaster-prone areas should take the prevention and control of geological disasters as an important part of the conversation between the leaders in charge of the municipal, county and township governments and the persons in charge of the competent departments in their positions, and supervise and check the implementation of the responsibility for disaster prevention. (XXVII) Strengthen communication and coordination.
