Legal basis:
Article 1 of the Notice of the National Health and Wellness Commission, the Ministry of Ecology and Environment and the National Development and Reform Commission on Printing and Distributing the Work Plan of Comprehensive Waste Management in Medical Institutions shall be well managed by classification.
(1) Strengthen source management. The wastes generated by medical institutions are divided into medical wastes, domestic garbage and infusion bottles (bags). Through standardized classification and clear flow, a waste management system of classified delivery, classified collection, classified storage, classified handover and classified transfer is formed in various medical institutions. Make full use of information technology means such as electronic tags and two-dimensional codes to track and manage the purchase, use and disposal of drugs and medical consumables, encourage medical institutions to use medical consumables with traceability function and reusable containers with counting function, and ensure that the wastes of medical institutions should be fully divided and traceable. (2) Consolidate the responsibilities of all parties. The legal representative of a medical institution is the first person in charge of waste classification management in this medical institution, and the specific departments and operators who generate waste are the direct responsible persons. Encourage the lead medical institutions to be responsible for guiding the waste classification management of medical institutions with integrated management. Medical institutions with socialized logistics services should implement the main responsibility and strengthen the training, guidance and management of institutions providing logistics services.
