1. Implementation Scope Hebei Southern Power Grid’s time-of-use electricity price policy for industrial, commercial and other users The scope of implementation continues to be in accordance with the Hebei Provincial Development and Reform Commission's "Notice on Further Improving the Time-of-Use Electricity Pricing Mechanism" (Ji Fa Gai Neng Price [2021] No. 1548) and "Notice on Further Clarifying the Implementation Scope of the Time-of-Use Electricity Pricing Mechanism in our Province" ( Jifa Gaineng Price [2021] No. 1668) will be implemented.
II. Period division (1) Summer (June, July, and August): low point 0-8 o'clock; flat period 8-15 o'clock, 23-24 o'clock; peak period 15-19 o'clock, 22-23 o'clock hour; the peak is 19-22 o'clock. (2) Winter (December of each year and January and February of the following year) Low valley: 1-6 o'clock, 12-15 o'clock; flat period: 0-1 o'clock, 6-12 o'clock, 15-16 o'clock; peak: 16-17 o'clock hour, 19-24 o'clock; peak: 17-19 o'clock. 3. The floating proportion electricity price in flat periods is implemented based on the market transaction power purchase price or the average grid agent power purchase price. The electricity prices during peak and trough periods fluctuate up or down by 70% respectively on the basis of the flat period electricity price; peak peak prices The price of electricity during the period will increase by 20% based on the peak electricity price.
4. Market-oriented power user execution methods Before the operation of the power spot market, improve the mid- and long-term power trading plan, implement time-based signings in accordance with national requirements, and clarify and guide market entities to declare power consumption when signing mid- and long-term trading contracts. The curve reflects the price in each period. In principle, the peak-to-valley electricity price difference is not lower than the peak-to-valley electricity price difference of the time-of-use electricity price in this notice.
5. The work requires local development and reform departments and power grid companies to carefully organize and arrange carefully, adopt various forms to comprehensively and accurately interpret electricity price policies, strengthen public opinion guidance, and strive for the understanding and support of all parties; strengthen public opinion monitoring and early warning, Respond to social concerns in a timely manner to ensure the smooth implementation of peak and valley time-of-use electricity prices. This notice will be effective from December 1, 2022. If the current policy is inconsistent with this notice, the provisions of this notice shall prevail.
