Required qualifications are as follows:
In Hunan Province, for example, according to the "Hunan Provincial Gas Business License Management Measures" Article 6: apply for a gas business license, should have the following conditions:
(a) in line with the requirements of gas development planning. Gas business areas, gas types, supply and scale, gas facilities layout and construction schedule in accordance with the law and record the gas development plan.
(2) have a gas source in line with national standards, should be signed with the gas production and supply enterprises for gas supply contract or letter of intent to supply and use of gas; gas source should be in line with the national urban gas gas quality standards.
(3) gas facilities in line with national standards; gas production, storage, transmission and distribution, supply, metering, safety and other facilities and equipment in line with national standards; gas facilities construction in line with legal procedures, completion and acceptance and filed in accordance with the law.
(d) have a fixed place of business, a fixed office space, business and service sites.
(E) has a sound safety management system and sound business program, with gas accident rescue and repair capabilities, with the necessary rescue and repair equipment and vehicles.
(F) the main person in charge of the enterprise, safety management personnel and operation, maintenance and repair personnel by professional training and qualified by the provincial gas authorities. Qualified by the professional training and assessment of personnel and the number of enterprises should be compatible with the scale of operation.

Applications for a gas license shall provide The following materials, and is responsible for its authenticity, legality and validity:
(a) gas business license application form and related electronic documents;
(b) the main person in charge of the enterprise, safety management personnel, as well as the operation, maintenance and emergency repair and other personnel identification (copy of ID card, documents of tenure, and employment contracts with the enterprise), technical title certificates, the acquisition of the Valid period of gas practitioners professional training and assessment certificate;
