In order to ensure that the 11th Summit of the Leaders of the Group of Twenty (hereinafter referred to as the G20 Summit) held smoothly, according to the "Zhejiang Provincial People's Congress Standing Committee on the authorization of the provincial and municipal people's governments in the districts to provide temporary administrative measures to protect the preparation and holding of the 11th Summit of the leaders of the Group of 20," the provisions of the decision, the municipal government decided, in the G20 Summit preparations, held during the period of time, part of the downtown area of the City of the City of the city to take temporary closure of the management measures. The relevant matters are as follows:
First, from August 20 to September 6, 2016, including the West Lake Scenic Area, including the majority of the region to implement closed management.
From 00:00 on August 20 to 24:00 on August 31, people who live and work in the closed management area will enter by swiping their resident ID cards, and other people will enter by security check with their resident ID cards. In addition to holding a G20 Summit pass, motor vehicles labeled with a pass mark by the security check, as well as living and working in the closed management area with a non-motorized vehicle labeled with a pass mark, it is prohibited for other vehicles (including non-motorized vehicles, motor vehicles) to enter and pass.
September 1, 00:00 to September 6, 24:00, the implementation of closed management of the area stopped open to the public. In addition to the closed management of the area to live, work in the person with a resident identity card and security checks to enter, other people are prohibited to enter. In addition to holding a G20 Summit pass motor vehicles by security checks, other vehicles (including non-motorized vehicles, motor vehicles) are prohibited to enter, pass.

During the period of closed management, except for the needs of service and protection of the G20 summit, any unit or individual shall not sell, transport or carry articles with potential safety hazards in the closed management area, or engage in other activities affecting safety.
Public security, urban management, housing and housing management and other relevant departments according to the need to require the closed management area of the relevant units, personnel of their management, the use of outdoor facilities, LED displays, high-pitched broadcasting speakers, video surveillance, parking spaces, underground space, unoccupied housing and other related facilities, equipment, venues to be temporarily deactivated, closed, closed; if necessary, the public security organs can take the above directly.
