(d) Regulations on Salt Administration in Yunnan Province (Adopted at the Twenty-fourth Session of the Standing Committee of the Eleventh Session of the People's Congress of Yunnan Province on July 27, 2011) (Adopted at the Twenty-fourth Session of the Standing Committee of the Twelfth Yunnan Provincial People's Congress on July 27, 2014, the tenth meeting of the Standing Committee of the Twelfth Yunnan Provincial People's Congress on the Decision to Amend Some of the Local Laws and Regulations of the Yunnan Provincial People's Congress on the Amendment of the Decision) Second, the amendment of the following 32 local laws and regulations
(a) Article 29 of the "Measures for the Implementation of the Chinese People's Law of the People's Republic of China on Water in Yunnan Province" will be Amended to read: "new construction, alteration, expansion of water intake construction project units and individuals shall, in accordance with the approval authority to the people's government at or above the county level of the competent department of water administration to apply for a water intake permit procedures."
(2) the "Yunnan Provincial Hydrology Regulations" Article 7, paragraph 1, paragraph 3 was amended to read: "(3) with hydrological or related professional knowledge of the technical staff."
(3) Article 14, paragraph 2 of the Regulations on Soil and Water Conservation in Yunnan Province is amended to read: "Where it is necessary to take soil, dredge sand or quarry stone for the repair of railroads, highways and water projects in the areas specified in the preceding paragraph, the repair unit shall take measures for soil and water conservation."
The first paragraph of Article 16, "project approval, approval, filing department of the same level" to "above the county level".
Deleting the second paragraph of Article 18.
The first paragraph of Article 20 is amended to read: "The soil and water conservation facilities in the production and construction projects which shall prepare soil and water conservation programs according to law shall be accepted by the production and construction units themselves before the production and construction projects are put into operation and used." The second paragraph is amended as follows: "After the acceptance of the soil and water conservation facilities, the production and construction unit shall disclose the acceptance results and acceptance materials to the society and report them to the approval authority of the soil and water conservation program."
(4) Deletion of the first paragraph of Article 11 of the Regulations on Geological Environmental Protection of Yunnan Province, which reads, "The results of the assessment shall be determined by the provincial administrative department of land and resources within fifteen days from the date of acceptance".
Deleting Article 13.
(5) the "provincial people's government or the State Council" in the first paragraph of Article 21 of the Regulations on Land Management in Yunnan Province shall be amended to "the authority that originally approved the overall land use plan".
(6) Delete the first and second paragraphs of Article 19 of the Regulations on the Development of New Wall Materials in Yunnan Province.
Delete Article 22.
Delete Article 25, paragraph 3, paragraph 4.
Deleting Article 29 and Article 31.
(G) delete "Yunnan Province bulk cement promotion regulations" Article 12, Article 31.
(viii) the "Yunnan Province, the implementation of" the Chinese people's *** and the State Agricultural Technology Promotion Law "measures" Article 5, paragraph 2 is amended to read: "agricultural technology promotion, the implementation of the national agricultural technology promotion agencies (hereinafter referred to as the agricultural technology promotion agencies) and agricultural research units, relevant schools, farmers' professional cooperatives, agriculture-related enterprises, mass scientific and technological organizations, farmer technicians, etc., in a combined extension system."
Deleting the first paragraph of Article 8.
(ix) Article 19, Paragraph 1 of the Regulations on the Defense of Meteorological Disasters in Yunnan Province is amended to read: "Units engaged in the detection of lightning protection devices shall, in accordance with the law, obtain the certificate of qualification for the detection of lightning protection devices issued by meteorological authorities at or above the provincial level."
Delete Article 20 and Article 21.
Amending Article 22 to read: "Units that have not obtained the qualification certificate for lightning protection device testing shall not engage in lightning protection device testing activities.
"The unit that obtains the lightning protection device testing qualification certificate shall not exceed the qualification level to engage in lightning protection device testing activities."
The first paragraph of Article 45 is amended to read: "The meaning of the following terms in this Regulation: "A unit engaged in lightning protection device testing means a unit that has obtained a qualification certificate for lightning protection device testing issued by a meteorological authority at or above the provincial level in accordance with the law, excluding a unit that has obtained a qualification certificate for lightning protection device testing issued by a meteorological authority of the State Council and a certificate issued by a State Council electric or communications authorities under the State Council **** with the qualification certificate issued by the State Council, engaged in electricity, communications lightning protection device testing units."
(10) the "Yunnan Provincial Meteorological Regulations" Article 24, paragraph 1 was amended to read: "with the qualification of atmospheric impact assessment of the atmospheric impact assessment of engineering and construction projects, the unit shall use meteorological data in line with national meteorological technical standards."
