Urban sewage treatment facilities refers to sewage treatment plants, rainwater treatment plants, sludge treatment and disposal facilities, supporting pipeline network facilities and other ancillary facilities. Article 4 The municipal construction department is responsible for the management of urban drainage and sewage treatment in the city.
The municipal construction department may entrust its municipal facilities management organization, specifically responsible for the daily management of urban drainage and sewage treatment.
City planning, public utilities, environmental protection, water conservancy and other relevant departments should be in accordance with their respective division of labor, according to law to do a good job in urban drainage and sewage treatment related management and supervision. Article V encourages the adoption of franchising, government purchase of services and other forms to attract social capital to participate in the investment, construction and operation of urban drainage and sewage treatment facilities.
Encourage and support scientific and technological research on urban drainage and sewage treatment, promote the application of advanced and practical technologies, processes, equipment and materials, and promote the recycling of wastewater and the resourceful use of sludge, rainwater, and improve urban drainage and sewage treatment capacity. Chapter II Planning and Construction Article 6 The municipal construction department shall, in conjunction with the municipal planning, environmental protection, land, water conservancy and other relevant departments, based on the city's overall planning, the preparation of urban drainage and sewage treatment planning, reported to the municipal people's government for approval after the implementation of the organization, and reported to the provincial construction department for the record.
Due to economic and social development need to modify the urban drainage and sewage treatment planning, should be approved in accordance with the original approval process and for the record. Article XII of urban drainage and sewage treatment facilities after the completion of the construction project, the construction unit shall organize the completion inspection and acceptance according to law. Urban public **** drainage and sewage treatment facilities maintenance and operation unit shall have the following conditions:
(a) a legal personality;
(b) with the urban drainage and sewage treatment facilities to engage in maintenance and operation of the activities of the appropriate funds and equipment;
(c) have a sound operation and management and safety management system;
(d) The technical person in charge and key personnel have been professionally trained and qualified;
(v) have corresponding good performance and experience in maintenance and operation;
(vi) other conditions stipulated by laws and regulations.
The determination of maintenance and operation units of self-use drainage facilities can refer to the above provisions.
