How much has the number of visits to primary care organizations in Beijing increased after the health care reform?

According to reports, on April 20, at a press conference on the first anniversary of the comprehensive reform of the separation of medicine in Beijing, Lei Haichao, director of the Municipal Health and Planning Commission, said that over the past year of Beijing's health care reform, a number of common diseases and common illnesses have been gradually shunted to grass-roots organizations, and the number of visits to primary health care institutions has increased by more than 12 million.

The report said the number of outpatient and emergency room visits at tertiary hospitals decreased by 11.9 percent from the previous year, while those at secondary hospitals remained basically flat. The total number of outpatient and emergency room visits at first-level hospitals and primary health care organizations reached nearly 80 million, a net increase of more than 12 million, or 16.1 percent, and the number of visits to some community health service organizations increased by about 25 percent to 30 percent.

Some common diseases have been gradually diverted to grass-roots organizations, reversing the situation of declining or hovering treatment volume at the grass-roots level for more than a decade, and the overcrowding of large hospitals has been effectively alleviated, with the number of outpatient and emergency room visits by deputy directors and chief physicians decreasing by 9.7% and 25.5%, respectively, and limited resources of famous specialists being better able to serve critically and urgently needy patients.

The next step, Beijing's comprehensive reform of the separation of medicine will continue to promote the abolition of the drug markup on the basis of the gradual abolition of the medical consumables markup, and at the same time, in the hierarchical diagnosis and treatment, the big hospitals will reserve 20% of the expert number, giving priority to community hospitals for referrals to the clinic needs.
