This standard is formulated in accordance with the provisions of the "Hefei Urban Management Measures" and in combination with reality. 1. If monetary compensation is provided for the demolition of directly managed public residential houses rented by the real estate management department, directly managed public non-residential houses leased to units by the government, and public residential houses self-managed by units, the monetary compensation shall be divided between the owners and users. For non-residential buildings where property rights are exchanged, during the transitional period of demolition, the demolisher shall provide subsidies to enterprise employees and individual industrial and commercial households in accordance with the following regulations: (1) If the unit is demolished as a whole, subsidies shall be provided in accordance with the following regulations: 1. From the date when the demolished person hands over the house, according to the normal production conditions of the enterprise where the legal employee is employed as approved by the labor and personnel department, 80% of the average monthly basic salary of the employee in the previous 12 months and the food allowance and price stipulated by the people's government at or above the municipal level Various subsidies and subsidies such as subsidies and one-child allowances are paid on a monthly basis; those who do not meet the city's minimum wage standard will be paid according to the minimum wage standard. 2. If the pensions of retirees have been managed by the Labor and Social Security Bureau, they will not be subsidized during demolition; if they have not been managed by the Labor and Social Security Bureau, the demolishers will subsidize them according to the pension standards. (2) If the unit is partially demolished, a monthly subsidy of 30 yuan per square meter will be provided based on the demolished building area. (3) Business suspension subsidies for individual industrial and commercial households resettled as operating houses (excluding individual industrial and commercial households requisitioned on collective land) during the demolition transition period. The demolisher shall provide minimum living allowance to one person per square meter of operating area per month. 1/5 subsidy of the security gold standard. (4) Personnel from fully funded units will not be subsidized. 3. For non-residential buildings that have been renovated by the demolished persons after land acquisition and transfer, a subsidy of 10% of the machinery and equipment assessment fee will be provided for the relocation of business or production facilities. The assessment costs will be borne jointly by both parties, and non-residential properties will no longer be paid. Temporary resettlement subsidy and relocation subsidy. 4. Relocation subsidy and temporary resettlement subsidy: (1) Residential relocation subsidy: 200 yuan per household, and the second relocation will be paid at this rate. (2) Non-residential relocation subsidy: 5 yuan/square meter of building area for office buildings; 8 yuan/square meter of building area for production, commerce, warehousing, and processing enterprises. (3) For residences undergoing property rights exchange, the temporary resettlement subsidy for self-transition shall be calculated according to the following standards within 18 months based on the area of ??the house to be resettled (including the area that should be increased for relocation). 1. Temporary resettlement subsidy for residences on state-owned land: 4 yuan/month·square meter of use area; 2. Temporary resettlement subsidy for land acquisition and transfer of residence: 4 yuan/month·square meter of construction area. (4) Temporary resettlement subsidies for self-demolition and self-construction shall be paid in one lump sum by the demolishers according to the following standards: 1,500 yuan/household for households with a population of 3 or less (including 3 persons); households with a population of 4 to 5 persons (including 5 persons) 2,430 yuan/household; 3,240 yuan/household with 6 or more persons. (5) For non-residential properties undergoing property rights exchange, the self-transition temporary resettlement subsidy will be calculated based on the licensed building area within 30 months according to the following standards: 1. Temporary resettlement subsidy for commercial buildings: 10 yuan/month·square meter building area ; 2. Temporary resettlement subsidy for offices, warehouses, production buildings and other non-residential buildings: 5 yuan/month per square meter of building area. (6) Temporary resettlement subsidies will be paid from the month when the demolished persons hand over their houses to the time when the resettlement notice is issued. (7) If the property rights are exchanged and the public residential houses directly managed by the real estate management department and the public residential houses managed by the unit are demolished, 1/3 of the temporary resettlement subsidy will be paid to the house owner by the demolisher, and 2/3 will be paid to the house lessee. people; if non-residential buildings are demolished, the temporary resettlement subsidy will be divided equally between the house owner and the house lessee. 5. If monetary compensation is implemented, the demolisher shall pay a one-time subsidy of 3 months to the demolished persons according to the standard of temporary resettlement subsidy. 6. This compensation and subsidy standard will be implemented from January 1, 2003. Subsequent adjustments due to price changes will be implemented by the Hefei City Demolition and Resettlement Management Office after being submitted to the Municipal People's Government for approval.
