In accordance with the epidemic prevention and control requirements, the epidemic prevention and control risk areas are dynamically adjusted. As of November 5, 427 epidemic-free communities have been newly identified and released, and corresponding control measures have been implemented. Currently, 649 epidemic-free communities in the city have been released from lockdown. On November 6, 14 high-risk areas in our city were downgraded to medium-risk areas, 50 medium-risk areas were downgraded to low-risk areas, and 3 new high-risk areas were added.

First, it is not allowed to arbitrarily expand the delineation scope of medium and high-risk areas, and must be scientifically judged and accurately delineated. Based on the results of the epidemic survey and judgment, scientifically delineate the scope of the risk area, accurate to the building and unit. The entire community cannot be sealed off just because there are one or two cases.
Second, it is not allowed to arbitrarily expand the scope of travel restrictions from medium and high-risk areas to low-risk communities and epidemic-free communities. Management must be in place and orderly. High-risk areas strictly implement lockdown measures and provide "door-to-door service without leaving home". Medium-risk areas strictly implement control measures to ensure that "people do not leave the area and pick up items during off-peak hours"; residents can shop in supermarkets and convenience stores in the community through contactless methods. Low-risk areas and epidemic-free communities implement "personal protection and avoid gatherings"; residents enter and exit the community with access cards, and do not move across areas unless necessary when going out; shops and supermarkets along the street resume business in an orderly manner to ensure residents' basic living needs. Residents must strictly implement prevention and control requirements such as scanning codes, taking temperature checks, wearing masks, and checking negative nucleic acid test certificates when entering and exiting communities and various places. Relaxation does not mean relaxation. Please strictly abide by the relevant requirements, take personal protection, do not gather in groups, and do not bring outsiders into the community at will. Third, it is not allowed to arbitrarily extend the control time of various risk areas. It must be dynamically managed and downgraded in a timely manner. After there are no new infections in a high-risk area for 7 consecutive days, and all employees' nucleic acid tests are negative on the 7th day, it will be reduced to a medium-risk area in a timely manner. After there are no new infections for 3 consecutive days, it will be reduced to a low-risk area in a timely manner; After there are no new infections in the medium-risk area for 7 consecutive days, and the nucleic acid test of all employees on the 7th day is negative, it will be reduced to a low-risk area in a timely manner.
Fourth, it is not allowed to seal residents' doors, lock unit doors, or close community doors. Emergency channels must be smoothed and service guarantees must be strengthened. In the near future, we will conduct a comprehensive investigation on the implementation of control measures in medium- and high-risk communities in the city. Unit doors and isolation fences can only be closed by posting seals, and the installation of door locks, latches, hooks and other locking facilities is strictly prohibited. At the same time, 24-hour patrols are arranged and electronic monitoring equipment is fully used to strengthen management. If the door lock incident occurs again, the general public can call 12345 to complain and report. Once verified, the relevant responsible persons will be seriously investigated and dealt with.
Fifth, it is not allowed to refuse to provide medical services to critically ill patients and patients who need regular diagnosis and treatment on the grounds of epidemic prevention and control, and we must make every effort to protect the lives and health of the people. All streets and communities must carefully carry out personnel mapping, proactively understand the needs of special groups such as pregnant women, hemodialysis patients, mental patients, tumor radiotherapy and chemotherapy patients, and patients with chronic diseases, establish a docking mechanism between communities and medical institutions, and open green channels for medical treatment for the above special groups. At the scene, treatment and transfer must not be delayed for any reason.

Fourth, medical institutions at all levels in the city strictly implement the first-diagnosis responsibility system. After the patient arrives at the receiving hospital, diagnosis and treatment will be carried out immediately, and nucleic acid will be collected simultaneously.
