Regulations of Taiyuan Municipality on Promoting Civilized Behavior

chapter I general provisions article 1 these regulations are formulated in accordance with the provisions of relevant laws and regulations and the actual situation of this municipality in order to guide and standardize the civilized behavior of citizens, cultivate and practice the socialist core values, carry forward the traditional Chinese virtues and enhance the level of social civilization. Article 2 These Regulations shall apply to the promotion of civilized behavior within the administrative area of this Municipality. Article 3 The term "civilized behavior" as mentioned in these Regulations refers to the behavior that abides by laws and regulations, meets the requirements of socialist morality, embodies socialist core values, maintains public order and good customs, leads social customs and promotes social civilization and progress. Article 4 The promotion of civilized behavior should adhere to the principles of people-oriented, social governance, combination of rewards and punishments, and systematic promotion, give play to the main role of the masses, and form a long-term mechanism for civilized construction. Article 5 This Municipality shall establish a working mechanism of unified organization and implementation by the government, coordination of all parties and active participation of the society, so as to ensure the continuous and effective development of the city's civilized behavior promotion work. Sixth city and county (city, district) spiritual civilization construction agencies responsible for the overall planning, coordination and guidance, supervision and inspection of the promotion of civilized behavior within their respective administrative areas. Seventh government departments should do a good job in promoting civilized behavior according to their respective responsibilities.

township people's governments and sub-district offices shall, in accordance with the requirements of the people's governments at higher levels and institutions for spiritual civilization construction, do a good job in promoting civilized behavior within their respective jurisdictions.

villagers' committees and residents' committees should assist in promoting civilized behavior. Article 8 Enterprises, institutions, social organizations and other organizations shall actively participate in the promotion of civilized behavior and abide by the norms of civilized behavior in light of their own reality.

State functionaries should play an exemplary role in promoting civilized behavior. Chapter II Basic Code of Conduct Article 9 Citizens should be patriotic and law-abiding, courteous and honest, united and friendly, diligent and self-reliant, dedicated and dedicated. Article 1 Citizens should abide by laws and regulations, social ethics, civilized manners and other codes of conduct, and advocate the following civilized behaviors:

(1) Observe public etiquette, dress neatly in public places, answer the phone quietly, and behave in a civilized manner;

(2) Save water, grain, electricity, fuel oil, natural gas and other resources, reduce the use of plastic shopping bags, disposable tableware, disposable bathing utensils, etc., reduce the discharge of various pollutants such as waste gas, waste water and solid waste, and protect the ecological environment;

(3) civilized festivals, civilized handling of weddings and funerals, and civilized sacrifices;

(4) When using the elevator, get off first, then get on; when using the escalator, orderly; when waiting for the service, queue up in turn; consciously queue up by public transport, get off first, then get on, and offer seats to passengers with special needs;

(5) Follow the norms of civilized tourism, obey the guidance and management of scenic spots, cherish cultural relics and historical sites, and respect local religious beliefs, cultural traditions and customs;

(6) Be a civilized audience, and observe the venue management regulations, order and etiquette norms in public venues such as memorial halls, museums, libraries, art galleries, gymnasiums and theaters;

(7) seek medical treatment in a civilized way, respect medical personnel, cooperate with medical activities, and handle medical disputes through legal channels;

(8) Build a civilized family and cultivate a good family style. Family members should respect the old and love the young, be equal between men and women, respect each other, help each other and treat each other as equals;

(9) Helping the disabled, the elderly, students, doctors, orphans and the needy;

(1) consciously abide by the residents' convention, the owners' convention and other relevant provisions, and actively participate in the greening, beautification and purification activities of buildings and communities;

(11) consciously abide by the internet bicycle rental service agreement, standardize car use, civilized cycling and orderly parking;

(12) other civilized behaviors advocated by the state. Article 11. Citizens should abide by the code of conduct for environmental civilization, and shall not commit the following uncivilized behaviors:

(1) spitting, urinating, dumping and discarding garbage and sundries at will;

(2) occupying public facilities and equipment without authorization;

(3) Smoking in public places where smoking is prohibited;

(4) burning straw, fallen leaves and other substances that produce smoke pollution in the open air;

(5) No efficient oil fume purification device is installed in the open-air barbecue operation or indoor barbecue operation;

(6) other behaviors that damage the public environment. Article 12 Citizens shall abide by the code of civilized behavior of public order, and shall not commit the following uncivilized behaviors:

(1) Use loudspeakers and audio equipment to make noise exceeding the national standard in activities such as assembly, entertainment and square dance, which will interfere with the lives of surrounding residents;

(2) throwing articles from the inside and outside of buildings and structures, and stacking and hanging articles endangering safety outside balconies, windows, roofs, platforms and external corridors of buildings;

(3) Cross-door operation and occupy the road operation in violation of regulations;

(4) when watching a literary performance or a sports competition, affecting others to watch the performance or competition or affecting the normal performance or competition;

(5) using the internet to spread violent, obscene and pornographic information, fabricating false information to disrupt economic and social order, and infringing on others' reputation, privacy, intellectual property rights and other legitimate rights and interests;

(6) other acts endangering public order. Article 13 Citizens shall abide by the code of civilized traffic behavior, and shall not commit the following uncivilized behaviors:

(1) Driving a motor vehicle without following the prescribed road, parking the vehicle in violation of regulations, and not avoiding special vehicles such as police cars, fire engines, ambulances and engineering rescue vehicles performing emergency tasks;

(2) driving a non-motor vehicle in violation of traffic signals, driving in the opposite direction, speeding, parking and carrying people in violation of regulations;

(3) throwing objects outside the vehicle while driving or riding;

(4) using public bicycles to install children's seats, disassembling and destroying public bicycles and their equipment;

(5) Pedestrians don't follow traffic lights and road instructions, don't take crosswalks, jaywalk and cross road isolation facilities and equipment;

(6) other acts that violate traffic civilization.
