The medical and health services unit referred to in these measures refers to units engaged in diagnosis and treatment of disease, disease prevention and control, health education, maternal and child health care, mental health, blood supply and health technology services and other medical and health services.
To undertake the health supervision and law enforcement tasks of the health administrative department of health supervision organization information disclosure work, in accordance with the "People's Republic of China *** and the State Government Information Disclosure Regulations". Article 3 The Ministry of Health, the State Administration of Traditional Chinese Medicine is responsible for coordinating and guiding the work of information disclosure of medical and health service units across the country.
Local people's governments at or above the county level health, traditional Chinese medicine administration is responsible for promoting, guiding, coordinating and supervising the work of medical and health service units within the administrative area of information disclosure. Article 4 medical and health service units to disclose information, should be in accordance with the provisions of the authority and procedures, follow the principle of justice, fairness and convenience, so that the public content is true, the public procedure standardized.
Medical and health service units if they find themselves related to, may disrupt the social management order of false or incomplete information, should be released in a timely manner to clarify accurate information. Article 5 medical and health service units shall establish and improve the confidentiality of information release review mechanism, clear review of responsibilities and procedures. Before the disclosure of information, should be in accordance with national confidentiality laws and regulations and relevant provisions of the information to be disclosed for confidentiality review. Article VI medical and health services unit shall carry out the work of disclosure of information into the annual budget, to ensure that the work is carried out normally. Chapter II public scope and content of Article 7 of the medical and health services unit to meet one of the following basic requirements of the information should be proactively open to the community:
(a) the need for the public to be widely known or participate in the community;
(b) reflecting the setup of medical and health services unit, functions, work rules, procedures and so on;
(c) in accordance with the laws and regulations and the relevant provisions of the state should take the initiative to disclose the information, Regulations and the relevant provisions of the State shall take the initiative to disclose. Article 8 engaged in disease prevention and control, health education, maternal and child health care, mental health and health technology services and other activities of medical and health service units, shall disclose the following information:
(a) the relevant areas of health status of residents under the jurisdiction of the main public **** health problems and their influencing factors and to solve the problem of the main technical measures required;
(b) the basic public **** health services (including traditional Chinese medicine) projects, content, service population and implementation;
(3) other public **** health services (including disease prevention and control technical services) projects, content, price, basis for charging and implementation;
(4) communicable diseases, endemic diseases, chronic non-communicable diseases, occupational diseases, mental illnesses and other diseases and the implementation of measures to prevent and control diseases; and (v) the content, progress and implementation effect of technical services for nutrition and food safety, occupational hygiene, radiation hygiene, environmental hygiene and school hygiene;
(vi) the content, progress and implementation effect of health education and health promotion;
(vii) the content, progress and implementation effect of health technical services such as occupational hygiene technical service organizations, occupational health checkups and diagnosis of occupational diseases, and health-related product testing organizations. Product testing organizations and other health technology service institutions qualifications and services;
(viii) other information identified within the scope of responsibility for active disclosure. Article IX engaged in disease diagnosis, treatment and blood collection and other activities of medical and health service units shall disclose the following information:
(1) the health administrative department issued practice permits, health professionals in accordance with the law, the basic registration and health professionals to provide medical services identification;
(2) approved by the administrative department of health to carry out diagnostic and therapeutic subjects, permitted registration of medical technology and clinical application of medical technology. Medical technology and clinical application of medical technology;
(3) the name of large-scale medical equipment approved by the administrative department of health, the qualification of practitioners and their use and management;
(4) the provision of medical services, content, process;
(5) the provision of booking of medical services and outpatient clinic physician information;
(6) medical services, commonly used medicines and major medical services;
(7) the basic registration of medical services, commonly used medicines and the identification of the main (F) the prices of medical services, commonly used medicines and major medical consumables and their reimbursement ratios in medical insurance and the new rural cooperative medical care;
(G) the inclusion of medical insurance and the new rural cooperative medical care designated medical institutions, the reimbursement policies of medical insurance and the new rural cooperative medical care and the reimbursement process;
(H) the acceptance of donations of financial support and the use of the donated and assisted property management;
(ix) procedures for handling medical disputes, medical service complaint box and complaint and consultation telephone number;
(x) convenient service measures in medical services;
(xi) other information determined within the scope of responsibilities for active disclosure. Article 10 In addition to the relevant contents of Articles 8 and 9, urban community health organizations, township health centers and other primary medical and health care service units that provide both basic public **** health services and basic medical services shall disclose the following information:
(a) the names and prices of the national essential medicines they are equipped with, and the types, specifications, and prices of the blood they are equipped with;
(b) information on the relationship with the organization's Establish a two-way referral relationship with the name of the comprehensive, Chinese medicine (combined traditional Chinese and Western medicine, ethnomedicine) or specialty hospitals, support for the organization's expert name, expertise and service time.
