Article 2 The term "key earthquake surveillance and defense areas" as mentioned in these Measures refers to areas determined by the State Council and the provincial government that are in danger of destructive earthquakes or are affected by destructive earthquake development and may cause serious earthquake disaster losses in the long term in the future. cities and regions.
The national key surveillance and defense area is Harbin, and the national key surveillance and defense city is Daqing City.
The provincial key surveillance and defense areas are:
(1) Shuangcheng - Harbin - Suihua area;
(2) Daqing - Anda area ;
(3) Yilan--Jiamusi--Hegang--Luobei area;
(4) Qiqihar--Nehe area;
( 5) Mudanjiang--Jixi area;
(6) Bei'an--Wudalianchi--Heihe area. Article 3 The Provincial People's Government shall uniformly lead the earthquake prevention and disaster reduction work in the province's key earthquake surveillance and defense areas.
Relevant industry authorities shall guide, supervise, and inspect earthquake prevention and disaster reduction work in accordance with their respective functions. Article 4 The department responsible for managing earthquake work of the Provincial People's Government shall guide and organize relevant departments to conduct scientific research on earthquake forecasting and improve the earthquake situation tracking plan for key earthquake monitoring and defense areas. The departments responsible for managing earthquake work of the Municipal (Administrative Office) People's Government shall adhere to the earthquake consultation and earthquake information reporting system. Article 5 People's governments at all levels shall formulate "Earthquake Disaster Prevention and Reduction Plans" and incorporate earthquake disaster prevention and reduction work into long-term plans and annual plans for local economic and social development. The required seismic monitoring network operation and maintenance fees, small equipment purchase fees, scientific research fees, etc. are included in the fiscal budget at the same level; capital construction funds and large equipment purchase fees are included in the capital construction plan at the same level, and gradually establish and improve earthquake monitoring and forecasting, earthquake disaster Prevention and emergency rescue work system. Article 6 The department responsible for managing earthquake work of the municipal (administrative office) people's government in the key earthquake monitoring and defense zone shall be responsible for the construction, transformation and daily management of the network in accordance with the layout, transformation and optimization plan of the province's ground monitoring network. Article 7 The city (administrative office) and county (city) people's governments in the key earthquake surveillance and defense areas shall establish and improve the mass amateur macro forecasting and reporting network and the macro anomaly reporting system. Provide technical training to mass forecasters and provide necessary work-loss subsidies and operating expenses for precursor observation means. Article 8 The municipal (administrative offices) and county (city) people's governments within the key earthquake surveillance and defense areas shall conduct earthquake disaster predictions in a planned manner, establish an earthquake prediction and assessment system, and prepare earthquake disaster loss zoning maps. Article 9 People's governments at all levels within key earthquake surveillance and defense areas shall strengthen earthquake monitoring and forecasting and adopt various earthquake damage prevention measures, and organize enterprises, institutions, social groups and citizens to participate in earthquake prevention and disaster reduction activities.
People's governments at all levels, large and medium-sized enterprises, and institutions in the key earthquake surveillance and defense areas shall comply with the provisions of the "Law of the People's Republic of China on Earthquake Defense and Disaster Mitigation" and the "Regulations on Emergency Response to Destructive Earthquakes" Improve the emergency command system and revise the destructive earthquake emergency plans of the region and unit. Article 10 People's governments at all levels and relevant departments within key earthquake surveillance and defense areas shall strengthen the management of earthquake defense fortification work in accordance with the law, and incorporate earthquake resistance fortification work into the local capital construction management approval process.
Seismic work departments of people's governments at all levels should strengthen the management and supervision of seismic fortification to ensure that new construction, expansion, and reconstruction construction projects meet seismic fortification requirements. Article 11 People's governments at all levels within key earthquake surveillance and defense areas shall carry out planned seismic zoning and urban seismic activity fault detection work.
Article 12 People's governments at all levels in key earthquake surveillance and defense areas shall formulate publicity and education plans for earthquake prevention and disaster reduction, organize and carry out publicity and education activities for earthquake prevention and disaster reduction, raise citizens' awareness of earthquake prevention and disaster reduction, and promptly quell earthquake rumors.
Primary and secondary schools should educate students on earthquake prevention knowledge and organize necessary earthquake prevention drills to improve primary and secondary school students' ability to respond to earthquakes.
Large and medium-sized industrial and mining enterprises in key earthquake surveillance and defense areas should establish rescue and disaster relief teams and conduct timely training and drills on rescue and disaster relief techniques. Article 13 The property owners of the following construction projects that have not adopted seismic fortification measures or have not met the seismic fortification requirements in the key earthquake surveillance and defense areas shall carry out seismic reinforcement of their construction projects:
(1) Major power plants, Hub substations and important networked transmission lines;
(2) Main railway trunk lines and hub communication, signaling, driving, dispatching, water supply, power distribution facilities and other buildings, as well as large station waiting rooms and important Bridges;
(3) Important buildings on both sides of major highways, command systems and important facilities at airports and water ports;
(4) Large buildings located upstream of important cities or industrial and mining areas , dams and flood discharge and water conveyance structures for medium-sized reservoirs;
(5) Main workshops and key facilities of industrial and mining enterprises and public institutions that are particularly important to the national economy and people's livelihood;
(6 ) Key facilities of the city’s water supply, drainage, heating, gas supply, power supply, postal service, telecommunications, broadcasting, transportation, finance, medical care, fire protection, food and other critical systems;
(7) Possible damage during an earthquake Key facilities where serious secondary disasters such as fires, floods, explosive toxic pollution, chemical pollution, and radioactive pollution occur;
(8) Particularly important buildings, major public facilities, and important cultural relics and monumental buildings and structures.
