Introduction to Henan Construction Bidding Network?

The Henan Construction Bidding Network is affiliated to the Henan Provincial Bidding Network, (hereinafter referred to as the Henan Bidding Network). Basic content of fire fighting and rescue in Henan Construction Tendering Network Fire Law:

Article 32 Anyone who discovers a fire should call the police immediately. Any unit or individual shall provide convenience for calling the police free of charge and shall not obstruct the reporting of the call. False reporting of fire alarms is strictly prohibited.

When a fire occurs in a public place, the on-site staff of the public place have the obligation to organize and guide the evacuation of the people present.

The unit where a fire occurs must immediately organize efforts to put out the fire. Neighboring units should provide support.

After receiving the fire alarm, the fire brigade must rush to the fire scene immediately to rescue people in distress, eliminate dangers, and put out the fire.

Article 33: When the public security firefighting agency uniformly organizes and directs on-site fire fighting, the fire scene commander has the right to decide on the following matters based on the needs of fire fighting:

(1) ) Use various water sources;

(2) Cut off the transportation of electricity, flammable gases and liquids, and restrict the use of fire and electricity;

(3) Delimit warning areas and implement local traffic Control;

(4) Use adjacent buildings and related facilities;

(5) To prevent the spread of fire, demolish or damage buildings and structures adjacent to the fire scene;

(6) Mobilize water supply, power supply, medical rescue, transportation and other relevant units to assist in fire fighting and rescue.

When fighting a particularly large fire, the relevant local people's government should organize relevant personnel and mobilize necessary materials to support fire fighting.

Article 34 The public security fire brigade’s participation in rescue and rescue work for other disasters or accidents other than fire shall be carried out under the unified command of the relevant local people’s government.

Article 35: When fire trucks and fire boats go to perform fire fighting tasks or perform rescue and rescue tasks for other disasters and accidents, they are not subject to restrictions on driving speed, driving route, driving direction and command signals. Other vehicles, ships and pedestrians must give way and are not allowed to cross or overtake. Traffic management and command personnel shall ensure the rapid passage of fire trucks and fire boats.

Article 36 Fire trucks, fire boats, fire-fighting equipment, equipment and facilities shall not be used for matters unrelated to fire-fighting and emergency rescue work.

Article 37 The public security fire brigade shall not charge any fees to the units or individuals where the fire occurs when putting out fires.

The fuel, fire extinguishing agents, equipment, equipment, etc. lost by the full-time fire brigade and volunteer fire brigade that participated in fighting fires in other units will be compensated in accordance with regulations.

Article 38: Persons who are injured, disabled or die as a result of participating in fire fighting shall be provided with medical treatment and pensions in accordance with relevant national regulations.

Article 39: After the fire is extinguished, the public security firefighting agency has the right to seal off the fire scene as necessary, and is responsible for investigating and determining the cause of the fire, assessing the fire losses, and identifying the responsibility for the fire accident.

For extremely serious fire accidents, the State Council or the provincial people's government may organize an investigation if it deems it necessary.

After the fire is extinguished, the fire unit shall protect the scene in accordance with the requirements of the public security firefighting agency, accept accident investigation, and truthfully provide the facts of the fire.
