Import license system of import and export quota license management system

According to the "Regulations on the Administration of Import and Export of Goods", my country's import licensing system consists of an automatic license system and a non-automatic license system.

The non-automatic license system consists of four parts: the import quota license management system, the import license management system, the tariff quota management system and the specific product management system. There are currently 12 types of commodities subject to import quota license management, including 8 commodities subject to import quota license management, 4 commodities subject to import license management, and 6 commodities subject to tariff quotas.

There are 41 types of commodities subject to automatic import licensing management, with 1,201 tariff numbers, including three catalogs:

Catalogue 1: Other commodities 14 that are responsible for issuance of licenses by the Ministry of Foreign Trade and Economic Cooperation There are 285 tariff numbers, including: tobacco, tow, sodium cyanide, plywood, asbestos, wine, color photosensitive materials, chemical fiber cloth, steel billet], synthetic rubber, plastic raw materials, non-ferrous metals (copper, aluminum), broiler, aluminum oxide.

Catalogue 2: 20 types of mechanical and electrical products with 604 tariff numbers issued by the Ministry of Foreign Trade and Economic Cooperation, including: engineering machinery, printing machinery, textile machinery, light industrial machinery, agricultural machinery, heavy mining machinery, Food packaging machinery, general equipment, petrochemical equipment, power generation and transmission equipment, metallurgical equipment, welding heat treatment equipment, data processing equipment, internal combustion engine equipment, communication equipment, household appliances, electronic components, instrumentation, medical equipment, transportation tool.

Catalog 3: 7 important industrial products with 312 tax numbers that are issued certificates by the State Economic and Trade Commission. (The Ministry of Foreign Trade and Economic Cooperation is responsible for issuing certificates for goods imported by foreign-invested enterprises involving Catalog III.)
