The Decision of the People's Government of Heilongjiang Province on the Retention and Cancellation of Administrative License (Approval) Items was discussed and adopted at the 16th Executive Meeting of the People's Government of the Province on November 26, 2004, and is hereby promulgated to come into force on January 1, 2005.

People's Government decided to retain 104 provincial government regulations related to administrative licensing (approval) projects, cancel 64 provincial government regulations related to administrative licensing (approval) projects.
