Article 6 High and new technology refers to the technology that conforms to the fields stipulated in Article 5 of the Conditions for Recognition and reaches the advanced level in China. High-tech products refer to the products belonging to the "Shenzhen High-tech Product Catalog" and meeting the following conditions:
(1) conforming to international standards, national standards and industry standards, or enterprise standards recognized by the technical supervision departments of prefectures and municipalities above;
(2) tested by product quality testing institutions, the quality of the products is qualified;
(3) reaching the domestic advanced level.
Article 7: High-tech enterprises shall be recognized as meeting the following conditions:
(1) Registered in Shenzhen for more than one year (one fiscal year), with independent legal personality.
(2) Intellectual property belongs to a clear, no intellectual property disputes, and one of the following quantity requirements:
1, invention or plant varieties of more than one;
2, utility models of more than two;

Enterprises with sales revenues of 50 million yuan to 20 million yuan in the most recent year, the ratio of total research and development expenses to total sales revenues for the three fiscal years is not less than 3%; scientific and technological personnel with university degree or above or intermediate or above titles account for more than 20% of the total number of employees of the enterprise in the current year, of which research and development personnel account for more than 8% of the total number of employees of the enterprise in the current year.
Enterprises with sales revenue of more than RMB 20,000,000 in the most recent year, the total research and development expenses in the three fiscal years accounted for no less than 2% of the total sales revenue; scientific and technological personnel with university degree or above or intermediate or above title accounted for more than 10% of the total number of employees of the enterprise in that year, of which research and development personnel accounted for more than 6% of the total number of employees of the enterprise in that year.
If the enterprise has been incorporated for less than three years, the calculation shall be based on the actual years of operation.
(d) The revenue from high-tech products (services) accounts for more than 60% of the total revenue of the enterprise in the year.
