General Office of the People's Government of the Inner Mongolia Autonomous Region on the issuance of the Inner Mongolia Autonomous Region family planning sumu, townships and townships co-ordination fee management measures (provisional) notice Chapter I General Provisions Article 1 In order to strengthen the management of family planning soum, township and township co-ordination fees, these measures are formulated in accordance with the relevant provisions of the State Council's "Regulations on the Administration of Expenses and Labor Undertaken by Farmers" (Decree of the State Council of the People's Republic of China (P.R.C.) No. 92) and the "Regulations on Family Planning in the Inner Mongolia Autonomous Region" (Adopted by the Standing Committee of the Eighth Session of the People's Congress of the Inner Mongolia Autonomous Region at the Seventeenth Session). Article 2 The family planning soum, township and township co-ordination fee belongs to the compensatory special funds for family planning business. Chapter II Collection Standards Article 3 10% of the sumu, township and township co-ordination fees are used for the family planning cause and are organized and implemented by the sumu, township, township and street offices. Chapter III Scope of use Article 4 All family planning funds withdrawn from the co-ordination fee must be used entirely for family planning expenses.

(1) Family planning publicity work, promotion of birth control technology, purchase of medical equipment and contraceptives in township-level family planning service offices (clinics).

(ii) Expenditures on operations and training necessary for family planning work in soums, townships, towns and street offices.

(3) Expenditures for regular ring and pregnancy checks for women of childbearing age in rural (pastoral) areas.

(4) Subsidies for nutrition, living difficulties and missed work for birth control recipients.

(5) the sumu, townships, towns, street offices non-staff full-time family planning work management personnel salaries, subsidies and labor insurance. Chapter IV Management System Article 5 the sumu, townships, townships, street offices family planning office at the beginning of the year to prepare a plan for the use of funds, reported to the people's government of the sumu, townships and townships for review and approval by the people's government of the sumu, townships and townships to the local family planning office account. Article XI of the strict implementation of this approach to the soum, township, township street offices, approved by the people's government at or above the flag county level, may be 1 - 3% of the total amount of the overall cost of family planning incentives for the staff concerned. Chapter VI Supplementary Provisions Article 12 These Measures shall be interpreted by the autonomous region of the Family Planning Commission. Article XIII of these measures shall be implemented from the date of publication.
