Interim Provisions on the Management of Facilities and Equipment at the First-Line Land Ports and Special Pipeline Passage Inspection Stations of the Shenzhen Special Economic Zone (hereinafter referred to as the Interim Provisions) Article 1 In order to strengthen the Shenzhen Special Economic Zone, a line of land ports and special pipeline channel checkpoints (hereinafter referred to as ports, channels) facilities and equipment management, to ensure the security of the ports, channels and reasonable use of the site, and to maintain the working order of the ports, channels, and especially formulated the provisions of this regulation. The above units and other stationed units are responsible for maintaining the security of the site of the port (channel), the normal operation of facilities and equipment. Article 4 The property rights of the site, facilities, equipment and houses of the port (channel) are owned by the Shenzhen Municipal People's Government. Municipal People's Government Port Office in accordance with the relevant provisions and the business needs of the relevant units are allocated to the use of each unit. When necessary, the port office of the municipal people's government has the right to take back or make appropriate adjustments. Article V ports, access sites, facilities and equipment according to the nature of use is divided into unit use and public use of two parts.

Unit use part includes: the Shenzhen Municipal People's Government to provide to the port and the channel inspection unit of office operations, various types of warehouses, inspection and testing places, special elevators, verification chair, attached water supply, power supply equipment and related green areas.

Communal parts include: power supply, water supply, communications, fire, central air-conditioning, public elevators, parking lots, plazas, roads, bridges, street lights, passenger lanes, automobile lanes, green areas. Article 6 The houses, warehouses, grounds, facilities and equipments allocated for the use of each unit shall be maintained by the using unit, and the water, electricity and sanitation management fees shall be delivered to the Municipal Port Management Service Company. The public part is managed and maintained by the Municipal Port Management Service Company. Article 7 All units must keep the original appearance of the houses, warehouses and sites used and the integrity of the ancillary equipment, and shall not change the structure of the houses and the standard of decoration. If changes are necessary due to the operational needs of the site, the changes can only be made after the approval of the Municipal Ports Office. Article VIII of the units should be in accordance with national regulations of the port work scope of use of housing, premises, shall not change the use of their own, shall not be rented, transferred, sold, or will be part of the public facilities and equipment occupied for their own use. Article IX Shenzhen Municipal Planning and Land Bureau and the Municipal People's Government Ports Office of the land within the port area to implement unified planning.
