Second production safety expert group is a non-permanent, non-profit organization under the direct leadership of the provincial production safety committee. The members of the expert group are part-time employees. The daily work of the Provincial Work Safety Expert Group is under the specific responsibility of the Office of the Provincial Work Safety Committee (hereinafter referred to as the "Provincial Work Safety Committee Office").
Article 3 The main work of the expert group:
(1) to provide cutting-edge information and decision-making advice for the province's work on work safety at home and abroad;
(2) to actively carry out thematic research on major issues in the relevant fields of specialization, and to put forward opinions and suggestions for improving the conditions of work safety in the province and the work on work safety;
(3) to participate in the work on local laws and regulations related to work safety in the province. Participate in the formulation and revision of local laws, regulations, standards, norms, planning and policies related to work safety in the province;
(4) Participate in safety inspections as an invited expert, detect hidden accidents in a timely manner, and put forward practical suggestions for rectification;
(5) Cooperate with the relevant departments in the remediation of major hidden accidents, the supervision of major sources of danger, as well as the safety assessment, safety testing, emergency planning and management of major high-risk engineering projects. Article 4 The members of the expert group shall have the following conditions:
(1) politically qualified and reliable, upright style, enthusiastic about the work of production safety, strong sense of responsibility;
(2) familiar with the national and provincial guidelines for production safety, policies, laws, regulations and relevant technical standards, with a certain level of policy and theory;
(3) proficiency in the specialty technology, theory, practical experience, with advanced technical experience. theory, rich practical experience, with senior professional and technical titles or engaged in related professional and technical work for more than ten years, with a high level of business and working ability;
(d) adhere to the principle of impartiality, diligence and integrity;
(e) physical health, able to engage in on-site inspection and research work (senior experts and academicians are not subject to the conditions of this limitation).
Article 5: The provincial safety commission office is responsible for the daily management of the expert group:
(a) responsible for the appointment of experts, licensing, assessment, archiving and change of work;
(b) to arrange for experts to carry out their work or to participate in the relevant activities;
(c) organize and convene a meeting of the members of the expert group on a regular basis each year to sum up the previous year's work, the work of the current year's task and (d) according to the needs of the work, from time to time to convene meetings of the members of the expert group or professional groups, briefing on the key work, experts to participate in the relevant work;
(e) organizing research on the major production safety issues and recommendations put forward by the experts, and the formation of thematic research reports;
(f) the establishment and management and use of special funds for the provincial experts group on production safety

Article VI of the appointment of members of the expert group in accordance with the following procedures:
(a) the relevant government departments, colleges and universities, scientific research institutes and enterprises or institutions or technical institutions (associations) and other relevant units recommended;
(b) the provincial Safety Commission Office is responsible for the review of the proposed experts, selection;
(c) the provincial Work Safety Commission approved the issuance of letters of appointment.
Article 7: The members of the expert group shall be appointed for a term of three years, which may be renewed upon expiration of the term.
Article VIII of the expert group according to the professional group, divided into general, mining, hazardous chemicals, explosives, explosives, fire, construction, special equipment, mine protection, traffic accidents, firearms and ammunition, fireworks and other twelve professional groups. Specialized groups can be adjusted according to the needs of the work. Each specialized group has a positive, deputy head.
Article IX professional group leader, deputy leader has the following rights:
(1) invited to preside over the field of safety development planning, major safety issues or projects, consulting, research, argumentation;
(2) invited on behalf of the province to conduct study tours, lectures, academic visits to the outside world, commissioned to preside over the field of safety in the production of major academic conferences;
(3) In the name of the Provincial Expert Group on Work Safety, strengthen the contact and communication with the relevant functional departments;
(d) be responsible for organizing, coordinating and liaising the relevant activities of this professional group.
Article X Code of Conduct for Members of the Expert Group:
(1) Abide by national laws and work discipline, adhere to the scientific attitude of seeking truth from facts, objectivity and impartiality, conduct in-depth practical investigation and research, truthfully convey the instructions of superiors, faithfully reflect the situation, and be responsible for the Provincial Office of the Commission on Work Safety or the relevant unit of the assignment;
(2) When carrying out their official duties, they must be appointed by the Provincial Office of the Commission on Work Safety or the relevant unit of the assignment, and show the letter of the unit of assignment authorizing them to carry out their duties. And show the letter of the assigned unit, authorized to enter the relevant site to carry out the work, after the completion of the task, according to the relevant provisions and requirements of the task assigned to the unit to submit a written report, and at the same time reported to the Provincial Office of the Safety Commission for the record;
(c) the relevant departments and units to hire members of the team of experts to carry out the task in the capacity of the provincial experts on work safety, should be agreed to by the Provincial Office of the Safety Commission;
(d) the strict implementation of the Confidentiality system, to keep state secrets and commercial secrets of the unit under investigation;
(e) each group of experts should summarize the work of the previous year and develop a work plan for the current year, and report to the Office of the Provincial Safety Commission before January 31 each year.
Article XI of the expert group members to carry out non-emergency tasks, by the Provincial Office of the Safety Commission or the assigned unit to directly notify the experts, the experts were notified, explain the situation to the unit, and get the permission of the unit, and in the case of handling the day-to-day work, arrive at the designated location to carry out the task as scheduled. If they are unable to participate in the activities as scheduled, they should inform the Provincial Safety Commission Office or the assigned unit in time.
Article 12 In the event of an emergency situation such as a serious or large-scale work safety accident, the Provincial Office of the Safety Commission may directly notify the expert himself, and the expert who has been assigned the task shall quickly go to the designated place to assist in the investigation and analysis, and to put forward measures and countermeasures. Afterwards, the Office of the Provincial Safety Commission shall make a statement to the relevant units.
Article XIII of the members of the expert group by the Provincial Safety Commission Office or other relevant units assigned to go out to perform tasks or participate in relevant meetings, the required expenses by the assigned unit in accordance with national standards to be reimbursed.
Article XIV of the experts in one of the following circumstances, the provincial safety committee office to the provincial safety committee to be dismissed, and the provincial safety committee office will be dismissed in writing to the expert unit.
(a) members of the expert group due to health, job changes, retirement and other reasons, is no longer suitable for the work of the expert group;
(b) without a valid reason, more than two times (including two times) without reason did not complete the assigned tasks or do not take part in the normal activities of the expert group;
(c) in the implementation of the work of the task during the work of the irresponsible, violation of the principles of science, contrary to the objective reality
(iv) engaging in improper activities in the name of experts without being assigned by the Safety Commission Office or other relevant units of the Provincial Safety Commission;
(v) violating professional ethics, lowering the standards in carrying out the tasks, making false statements, colluding with the relevant persons and providing false conclusions to the relevant departments;
(vi) violating the State Council's regulations and rules, and failing to take part in the normal activities of the expert group.
(vi) violating national laws and regulations or failing to comply with the provisions of these rules.
Article XV These measures shall be interpreted by the Provincial Safety Commission Office, January 1, 2009 shall come into force. The original "Interim Measures for the Management of Production Safety Expert Group in Guangdong Province" (Guangdong Safety Office [2006] No. 111) shall be repealed and implemented at the same time.
