1. Background
Because of the constraints on arable land, the shortage of supply of cotton and the increasing proportion of chemical fiber fabrics is a common phenomenon. Viscose fiber performance is the closest to natural fibers, and occupies an important position in chemical fiber. China's annual output of 240,000 tons of viscose fiber, about 250,000 tons of chemical fiber pulp meal. Domestic chemical fiber pulp is mainly cotton pulp, accounting for 87.5% of the total pulp. Therefore, this project mainly involves the clean production of cotton fluff pulp.
The gradual implementation of cleaner production in the chemical fiber pulp industry, for saving resources, reduce pollution, and promote sustainable industrial development is of great significance. As noted in the main domestic pulp production plants such as Shanghai, Nanjing, Xinxiang and other places in the factory information, the production of each ton of pulp and its wastewater discharged about COD300-400 kilograms, BOD100 kilograms of serious pollution of the environment, mainly due to backwardness of the production process, there is no recycling of the black liquor, so that a large number of alkali and organic matter discharged caused by. Such as Shanghai's three chemical fiber pulp mill daily discharged thick black liquid, the pollution process is equivalent to a medium-sized city a day of sewage pollution. Two of these pulp mills are also close to the water plant intake, affecting the quality of drinking water for the public. Other chemical fiber pulp mills in China have similar problems.
The Shanghai municipal government has approved the relocation and reconstruction of the three chemical fiber pulp mills (from the city to the suburbs), with centralized treatment of pulp wastewater, and has completed the preliminary design and land acquisition. The rebuilt SCPM will adopt cleaner production processes, reduce emissions and recover alkali. Most of the funds required for the plant have been realized, and the equipment to be introduced is under negotiation with foreign investors, and the selection of equipment and feasibility analysis have been completed.
Domestic chemical fiber pulp plant is undergoing technological transformation, "Eighth Five-Year Plan", "Ninth Five-Year Plan" period of the new chemical fiber pulp plant is also proposed to adopt cleaner production processes and active management measures. The Shanghai chemical fiber pulp mill project has demonstrative significance for the transformation of the domestic chemical fiber pulp industry.
Currently, the domestic chemical fiber cotton pulp production technology is backward and the equipment is outdated, resulting in a low extraction rate of black liquor, and the effect of the commonly used flat plate pulp washer is poor, and the general extraction rate of black liquor is only 60%. The concentration of black liquor mixed with other wastewater decreases, but the total COD remains unchanged. The black liquor extraction rate can be as high as 90% by adopting foreign long-net washing machine, which is favorable to black liquor recovery and reduce the pollution of waste water in the middle section, and similarly, there are also continuous pulping technology and so on. The introduction of foreign advanced technology and equipment for technological transformation, can better control pollution.
Shanghai, as China's largest city and financial and trade center, has decided to actively combat the pollution of black liquor from the pulp of the three chemical fiber mills in the city, but there is still a partial gap in funding. In addition, foreign assistance is needed to train personnel and establish standards.
2. Objectives and Outputs
(1) Overall Objectives:
To achieve clean production in the chemical fiber pulp industry, to fundamentally eliminate the pollution of the black liquor of the pulp on the water environment in China, and at the same time to improve the technological level of the production of the pulp and promote the sustainable development of China's viscose fiber production.
(2) Immediate goal:
The Shanghai Municipal Government has decided to relocate the original three chemical fiber pulp factory in the Shanghai Municipal District to rebuild in the suburbs, and to set up the Shanghai Chemical Fiber Pulp Factory clean production demonstration plant.
The introduction of key equipment (see later) to carry out technological transformation, a substantial reduction in pulp wastewater pollution and comprehensive utilization of resources to recover alkali, the realization of a new process of clean production. Shanghai Chemical Fiber Pulp and Meal Plant as a pulp industry cleaner production demonstration plant is completed, in maintaining the pulp production of 30,000 tons at the same time, will achieve:
COD emissions from 44 tons / day down to 1.6 tons / day;
BOD emissions from 25 tons / day down to 0.7 tons / day;
Black liquor extraction rate from 60% up to more than 90%.
The wastewater meets Shanghai's discharge standards, making a significant contribution to improving the water quality of the Huangpu River.
Because Shanghai's chemical fiber pulp plant currently has a typical production process and pollution, Nanjing, Baoding and other large chemical fiber plant is currently similar to the situation in Shanghai, so Shanghai's transformation measures and technology, experience can also be extended and applied to other domestic factories. Plan to 2000, so that 70% of China's chemical fiber pulp production to reach the level of Shanghai pulp production demonstration plant.
3. Actions
3.1 According to the principles and policies of cleaner production in China's Agenda 21, put forward industrial standards, norms and quotas for cleaner production in the chemical fiber pulp industry, and set up a management system adapted to them.
For the training of personnel, the establishment of standards and norms, etc., the China Textile Federation and the Shanghai Chemical Fiber Corporation **** with the establishment of training centers.
3.2 The establishment of chemical fiber pulp clean production demonstration plant in Shanghai:
Shanghai Chemical Fiber five factories, six factories, seven factories pulp production part of the five individual relocation, the project implementation of the overall layout of the unity of the formation of the Shanghai Chemical Fiber Pulp Plant, is expected to be completed by the end of 1995, with a total investment of 140 million yuan RMB, the production scale of 30,000 tons of pulp / year. At present, the new site in Fengxian County, a suburb of Shanghai, land acquisition has been completed, the civil construction is underway.
Chemical fiber pulp meal in the production process, cotton short staple wax, lignin, lightening gum and other organic substances by the alkali boiling dissolved, so that the steaming of the alkali belt dark black, commonly known as black liquor. Black liquor contains a lot of alkali and organic matter, COD up to tens of thousands of milligrams / liter. The effect of the old process of washing is poor, a large number of black liquor into the middle wastewater, and finally discharged into the Huangpu River causing serious pollution.
Now we propose to use the introduction of long net washing machine to extract black liquor, black liquor extraction rate can be greater than 90%, dilution factor is less than 3. Black liquor recovery and then concentrated, combustion, can use the calorific value of the black liquor at the same time after the recovery of alkali can be reused in production. Pulp production is the most important pollution is the black liquor, now the black liquor in the organic matter has been completely removed by combustion, alkali and recycling, so as to realize the clean production.
In addition to the introduction of long net washer, domestic cotton pulp production is currently using intermittent pulper, which consumes high energy, due to alkali splash and other reasons are not conducive to pulping with black liquor, in order to improve the extraction rate of the black liquor to be replaced by the introduction of continuous pulper. In addition, in order to change the backward intermittent manual operation of domestic bleaching pulp and reduce the amount of chemical raw materials to introduce bleaching automatic control system and other devices.
3.3 Shanghai Chemical Fiber Pulp Plant cotton pulp production accounted for about 1 / 7 of the country, the other domestic factories are currently the same process with the old plant in Shanghai. If the demonstration was successful in Shanghai before 1996, it is proposed to promote the experience of the Shanghai demonstration plant in 1996-2000, and implement it in other domestic factories that have the conditions.
Implementation department: the State Economic and Trade Commission and the China Textile Federation is responsible for the organization. Shanghai Municipal Planning Commission, Shanghai Municipal Textile Bureau, Shanghai Chemical Fiber Company's enterprises to implement.
Project implementation period: 3 years from project approval.
4. Input
(1) The total investment of Shanghai Chemical Fiber Pulp Plant is 14,000,000 yuan (equivalent to 16.09 million U.S. dollars), of which investment in environmental protection (including black liquor recycling, biochemical treatment of wastewater, waste gas treatment, etc.) is 44.37 million yuan (equivalent to 5.1 million U.S. dollars), the black liquor recycling part of the investment in equipment, 2.524 million U.S. dollars, and the loan of 2.52 million U.S. dollars from the International Financial Organization (IFO). (2) Capacity building (including training, guidance from foreign experts, standards, norms) and promotion costs **** 90,000 U.S. dollars, 50,000 U.S. dollars self-financed, 40,000 U.S. dollars for assistance.
(3) The project needs to introduce 11 sets of equipment, with an investment of 2.524 million US dollars (2.036 million US dollars in direct foreign exchange and 488,000 US dollars in domestic support).

5. Benefits
The completion of this project plan, the chemical fiber pulp industry to complete the transformation of cleaner production and sustainable development will have a huge impact, so that the pulp wastewater pollution reduction of more than 80%. The completion of the Shanghai Chemical Fiber Pulp Plant will greatly improve the water quality of the Huangpu River, has a good demonstration effect (as described in the "objectives" section of the organic pollution of the Huangpu River COD from 44 tons / day down to 1.6 tons / day). Due to the large amount of water, the domestic large chemical fiber pulp and meal factory are built in the riverside or lakeside, such as Nanjing Chemical Fiber Factory (Yangtze River side), Jiujiang Chemical Fiber Factory (Poyang Lake side), Baoding Chemical Fiber Factory (Baiyangdian side), the industry sector plans to Nanjing and other chemical fiber factories to carry out renovation in 1995, which will be a powerful reduction of the pollution of the Yangtze River and other waterways, and make China's pulp and meal production to reach a new level of technology.
