Article 4: Construction administrative departments at all levels are responsible for urban appearance and environmental sanitation work. The patriotic health campaign committees at all levels are the supervision and execution departments of these measures and are responsible for coordinating, organizing, supervising, and guiding the specific implementation of the relevant departments. Chapter 2 City Appearance and Sanitation Article 5 Urban roads must be kept smooth and clean. It is strictly prohibited to pile objects, work, or burn waste in streets, sidewalks, and public places. Building construction along the street and temporary occupation and excavation of the street must be reported to the construction and public security departments for approval, and a health responsibility letter must be signed with the local sub-district office. Article 6 The units and residents along the main streets must keep the buildings clean and tidy, and are not allowed to place or hang items that hinder the city's appearance; they are not allowed to place or hang random items on buildings, telephone poles, trees and other public facilities. graffito. Article 11 Trees, hedges, flower beds, lawns, etc. along the street must be kept clean and beautiful. The dirt, branches and leaves left behind by cultivation and renovation must be removed immediately. Article 12 Toilets and garbage stations (stations) must be managed by dedicated personnel and kept clean at all times. Manure and garbage must be removed regularly and must not spill or accumulate to pollute the environment.
Medical, radioactive and other waste must be disposed of harmlessly; the garbage dump site must be sanitized frequently and kept clean. Article 13 Public toilets, garbage tables (stations), fruit bins and other public sanitary facilities may not be moved or dismantled without authorization. When relocation or demolition is required, it must be reported to the relevant departments for approval. It shall be handled in accordance with the principle of construction first and demolition later, and shall not affect the normal use of residents. Article 14 When transporting garbage, feces, sand, gravel, coal ash and other materials that are easily scattered, leaked or flying, they must be loaded in an appropriate amount and covered tightly, and they must not be scattered or flying along the way.
Animal-drawn vehicles entering urban areas must be equipped with manure bags and cleaning tools, and it is prohibited to scatter animal manure and feed. Chapter 3 Management and Supervision Article 18 City appearance and sanitation shall be managed at three levels: municipal, district (town) and sub-district offices. Article 19: Urban construction, health, public security, industry and commerce, public transportation and other departments must work closely together to carry out city appearance and health management according to their respective responsibilities. Article 20: Cities must have a professional environmental sanitation team responsible for cleaning and clearing streets, alleys, toilets, garbage stations (stations), etc. Units and residents along the street implement a health responsibility system that involves self-sanitation in front of the door, self-cultivation of flowers and trees in front of the door, self-protection of the facilities in front of the door, self-management of order in front of the door, and responsibility contracting (referred to as "four self-care"). Adopt a combination of professional teams and mass cleaning methods to do a good job in city appearance and sanitation. Article 21: Each city shall establish a city appearance and sanitation supervision team as needed to be responsible for regular sanitation supervision work.
City Appearance: Sanitation supervisors must wear badges when performing tasks and must produce supervision certificates when executing penalties. Supervision certificates and badges are produced by the Provincial Patriotic Health Campaign Committee.
Article 22 The responsibilities of city appearance and sanitation supervisors are:
(1) Promote scientific knowledge on health and conduct legal education on city appearance and sanitation;
(2) Mobilize and organize the masses to maintain city appearance and sanitation ;
(3) Supervise and inspect the city appearance and sanitation of areas under jurisdiction;
(4) Stop and deal with units and individuals that violate these measures. Chapter 4 Rewards and Punishments Article 23 Units and individuals that have made outstanding achievements and contributions in city appearance and sanitation work shall be commended and rewarded by the municipal, district (town) Patriotic Health Campaign Committee or sub-district office. Article 24 Any unit or individual that violates these Measures and commits any of the following acts will be criticized and educated, ordered to make corrections, and fined depending on the seriousness of the case; if it constitutes a violation of public security management, the public security organs will be responsible for it in accordance with the "People's Republic of China" *Relevant penalties stipulated in the Regulations on Penalties for the Administration of Public Security of the People's Republic of China:

(8) Those who dump medical, radioactive and other waste that have not been harmlessly treated, dump production and business waste or waste soil from infrastructure projects, the unit will be fined 200 to 400 yuan, and Those who are directly responsible shall be fined 20 to 50 yuan;
