Guidelines for the preparation of safety facility design specifications for hazardous chemical construction projects

1 Scope of application

These guidelines are applicable to the new construction, alteration, and expansion of hazardous chemical production and storage construction projects within the territory of the People's Republic of China, as well as to chemical construction projects accompanied by the production of hazardous chemicals (including long-distance pipeline construction projects for hazardous chemicals). Including hazardous chemicals long-distance pipeline construction projects, hereinafter collectively referred to as construction projects) the preparation of safety facility design chapter.

This guideline does not apply to the following construction projects:

1) exploration and exploitation of hazardous chemicals and their auxiliary storage;

2) Crude oil and natural gas exploration and exploitation of ancillary transportation and storage;

3) Town gas transmission and storage.

2 Terms and Definitions

2.1 Hazardous Chemicals

Highly toxic chemicals and other chemicals with the properties of poison, corrosion, explosion, combustion, combustion promotion, etc., which are hazardous to human beings, facilities and the environment.

2.2 safety facilities

In production and business activities for the prevention, control, reduction and elimination of the impact of accidents using equipment, facilities, equipment and other technical measures.

2.3 New projects

The following circumstances of the project is a new project:

2.5 Expansion Projects

Projects with one of the following circumstances are expansion projects:

1) enterprises to build the same technology, processes, major installations (facilities), the same variety of hazardous chemicals, but the production and storage devices (facilities) are relatively independent;

2) enterprises to build the same technology, processes, the same major installations (facilities), but the production devices (facilities) are relatively independent. Production units (facilities) are relatively independent of the accompanying hazardous chemicals generated.

2.6 Hazardous Sources

Root causes or states that may lead to personal injury, health damage, property damage, damage to the working environment, or a combination of these situations.

2.7 Hazards and Harmful Factors

Factors that can cause injury or death to a person, affect a person's physical health, or even cause disease.

2.8 Hazardous Chemical Quantity

The quantity of a hazardous chemical that is produced, processed, used or stored on a permanent or temporary basis.

2.9 Place of operation

Any place of operation activities that may expose employees to hazardous chemicals, including places engaged in the production, operation, disposal, storage, handling, transportation of hazardous chemicals, disposal or treatment of hazardous chemicals.

3? Preparation content

3.1 Design basis

List the names and numbers of the main documents based on the preparation of the monograph, which are as follows:

1) Approval (approval, filing) documents of the construction project;

2) State, industry and local relevant laws, regulations, rules and normative documents;

3 )national, industry and local relevant standards and norms;

4)design contract;

5)construction project safety evaluation report and construction project safety conditions review opinion;

6)other relevant documents of the project.

3.2 Overview of the construction project

Briefly explain the basic situation of the construction project, the main contents are as follows:

1) the construction unit of the project, scale of production, product program, the nature of construction, geographic

rational location, project area, design scope and division of labor;

2) the main process technology used and comparison with similar domestic or foreign project technology;

3.3.1 Construction project safety evaluation report and review opinion on construction project safety conditions;

4) other relevant documents of the project.

3) the names and maximum storage capacity of the main raw and auxiliary materials and products (including products and intermediate products) involved in the project;

4) the project's technological process, the layout of the main installations and facilities (equipment), and their upstream and downstream production unit relationships;

5) the names and capacities (or loads) of the project's supporting utility and auxiliary works or facilities;

6) a list of the main equipment of the project unit, including name, specifications, operating or design conditions, materials, quantity, etc.

7) the project's external relying conditions or facilities, including water source, power supply, steam, instrumentation wind, and emergency facilities such as fire stations, gas stations, hospitals and so on;

8) the natural conditions at the location of the project, including geology, meteorology, hydrology, etc;

9) the surrounding conditions of the project site, indicating the distance of the project from the following important facilities:

a) residential areas and commercial centers, parks and other densely populated places;

b) schools, hospitals, theaters, sports stadiums (stadiums), and other public **** facilities;

c) stations, wharves (except for those licensed to engage in the loading and unloading of hazardous chemicals in accordance with the law), Airports, as well as communication trunk lines, communication hubs, railroad lines, road traffic arteries, waterway traffic arteries, subway wind pavilions and subway station entrances and exits;

d) military restricted areas, military management areas;

e) other places, facilities and areas prescribed by laws and administrative regulations.

3.3 Analysis of process hazards and hazardous and harmful factors of construction projects

In accordance with the relevant national standards and regulations, the analysis of process hazards and hazardous and harmful factors of construction projects is carried out by adopting the process hazardous source analysis method recommended by Guidelines for the Safe Design and Management of Chemical Construction Projects (AQ/T3033) or other applicable methods.

3.3.1 Material Hazard Analysis

1) List the characteristics of hazardous chemicals involved in the construction project, the basic data requirements are detailed in Table 1 "Hazardous Chemicals Data Sheet".

2) analyze the production process of the construction project involves explosive, flammable, toxic, corrosive hazardous chemicals quantity, concentration (content) and where the unit and its state (temperature, pressure, phase state, etc.).

3) Description of the construction project involves key regulatory hazardous chemicals.

3.3.2 Analyze and describe the hazardous sources of the process of the construction project that may lead to leakage, explosion, fire and poisoning accidents.

3.3.9 According to the safety evaluation and other reports carried out in advance of the construction project, explain the main analysis results.

3.3.11 Construction projects involving multiple installations or construction projects of the same enterprise adjacent to the active installations, should analyze their mutual impact and possible hazards, and explain the main analysis results.

3.4 Design of safety facilities adopted

The design of safety facilities shall be based on the characteristics of the construction project and the results of the analysis of process hazards and dangerous and harmful factors, strict implementation of the requirements of the current national, industry and local relevant regulations, standards, norms and provisions based on the design principles of intrinsic safety design, priority of accident prevention, priority of reliability, etc., to adopt targeted, Operable and economically reasonable safety facilities.

3.4.1 Process system

1) the main measures of anti-leakage, fire prevention, explosion-proof, dust-proof, anti-dust, anti-poison, anti-corrosion, etc. adopted in the process;

2) the safety control measures of hazardous materials under normal and abnormal working conditions, such as interlocking protection, safety relief, emergency cut-off, accidental discharge, uncontrolled reaction, etc., and the key regulation of hazardous chemical processes should explain the control system and relevant regulations. 3.4.2 General layout

4) plant fire roads, safe evacuation routes and exit settings;

5) other security measures taken.

3.4.3 Equipment and piping

1) pressure vessels, equipment and piping design and compliance with national regulations and standards, including imported pressure vessels to meet the national mandatory provisions;

2) the selection of the main equipment, piping materials and protective measures;

3) other safety measures taken.

3.4.4 Electrical

1) power supply, classification of electrical loads, emergency or standby power supply settings;

2) according to the classification of explosive hazardous areas and fire hazardous places to choose the explosion-proof electrical equipment and protection level;

3) lightning, anti-static grounding facilities;

4) other electrical safety measures taken.

3.4.5 Automatic control instrumentation and fire alarm

1) Emergency or standby power supply and gas source setup;

2) Setup of automatic control system and safety functions, including emergency stop system, safety instrumentation system, etc.;

3) Setup of combustible and poisonous gas detecting and alarming facilities;

4) Composition of the control room and the control center role, including production control, fire control, emergency control, etc.;

5) fire alarm system, industrial television monitoring system and emergency broadcasting system, etc.;

6) other safety measures taken.

3.4.6 Buildings and structures

1) Description of fire prevention, explosion-proof, explosion-proof, anti-corrosion, fire-resistant protection and other facilities; preparation of the "building (structure) list", including structure, floor area, number of floors, fire hazard, fire resistance, seismic protection, ventilation, pressure relief area, evacuation routes and safety exits;

3.4.9 Adoption of Opinions in the Safety Evaluation Report
