In order to conscientiously implement a series of instructions and requirements of the state and the army on strengthening the style of construction of the health industry and correcting the unhealthy winds in medical services, and to continuously improve the quality of medical services and the level of protection, combined with the actual situation of our hospital, the "Provisions on the Construction of Medical Ethics" are revised as follows:
Article 1: It is not permitted to shirking and refusing to accept the patients, and the military personnel, retired cadres, employees and preferential family members are subject to the implementation of "Three Priorities" (i.e., priority registration, medicine collection; priority bed arrangement; priority treatment).
The second one: it is not allowed to be raw, cold, hard and top to the patients, and it is not allowed to let the patients do private work. Use of civilized language, grooming and proper instrumentation.
The third: not allowed to violate the principles of medical treatment, irrational use of drugs, prescribe large prescriptions.
Article 4: The department or individual is not allowed to let patients purchase drugs and consumables.
Article 5: It is not allowed to sell non-medical supplies to patients under the name of medicine.
Article 6: the department or individual is not allowed to contact the dealer, procurement of sanitary supplies, medicines or consumables, or specify the equipment section must be into a certain manufacturer of medical equipment, medicines or disposable sanitary supplies.
Article 7: It is not permitted to agree to the patients in our hospital application of non-hospital drugs, special circumstances must be approved by the Medical Department, hospital leadership.
Article 8: It is not allowed to take advantage of their position to issue false diagnosis, false certificates.
Article 9: It is not permitted to perform fetal sex determination tests for pregnant women.
Article 10: It is not allowed to violate the regulations of medical insurance and carry out irregularities.
Article 11: No asking patients for money, accepting "red packets" and other gifts or accepting treats. Gifts of money and goods to the patient is difficult to refuse, must be turned over to the hospital within 24 hours of medical ethics and medical supervision team, designated by the supervision team to return the patient in a timely manner. If it is difficult to return, the hospital will deal with it uniformly. No valid reason for the late report, do not submit, as receiving "red packets" treatment.
Article 12: No department or individual is allowed to charge for any reason.
Article 13: No department (except the Pharmacy Department) or individual is allowed to sell drugs to patients for any reason.
Article 14: No department or individual is allowed to reduce or waive patients' medical fees privately.
Article 15: Auxiliary departments or individuals are not allowed to privately accept specimens brought by patients for examination, or to conduct examinations without billing.
Article 16: No department or individual is allowed to divert medical equipment, instruments, disposable sanitary consumables, surgical kits, etc. for any reason. Special circumstances must be approved by the Medical Department, hospital leadership.
Article XVII: medical personnel are not allowed to participate in medical activities (consultation, surgery, etc.) in foreign hospitals (institutes) without permission.
Article 18: No patient is allowed to be transferred to other hospitals. If a patient really needs to be referred, he/she should report to the Medical Affairs Office.
Article 19: Violation of any of the articles 1-15 of these provisions, once found, according to the relevant provisions of the "Disciplinary Orders of the Chinese People's Liberation Army" and the actual degree of responsibility, the director of the department, the head nurse and the relevant personnel will be given notification of the criticism, which involves the economic issues, according to the amount of money involved (including private remission of fees and fees collected by the private sector) two times a Fines, and in serious cases, deferment of grade promotion.
Article 20: Violation of any of the 16-18 articles of this provision, once found, according to the relevant provisions of the "Chinese People's Liberation Army Disciplinary Orders" and the actual size of the responsibility, to the director of the department, the head nurse or the relevant personnel to adjust the post until dismissal (demotion) sanctions, a fine of 2,000 yuan; with the qualifications of the title promotion, the deferral of the promotion of the title; the employment of personnel immediately dismissed. Violation of the provisions of more than two (including two), double the penalty.
Article 21: Recognition of Responsibility: Where a patient or staff member reflects or reports, or is found by the inspection of the members of the Medical Ethics Supervision Team, once verified, it is considered to be a violation of the provisions of the Medical Ethics and Medical Practice, and will be punished accordingly.
Article 22: the establishment of a reporting award: where found to have introduced patients to foreign hospitals or private hospitals to participate in surgery of the medical staff, once verified, reward the informant RMB 1000 yuan, and strict confidentiality for the informant.
Article 23: violation of the General Political Department, the General Logistics Department, "military medical institutions, medical ethics and medical style construction regulations", depending on the severity of the case, be punished accordingly.
Article 24: These provisions shall come into force on the date of issuance. If there is any conflict between the previous regulations, these regulations shall prevail.
